The plant receives over 80,000 tons of garbage and recycling per year and produces clean renewable energy at its Waste-to-Energy Facility for 3M, Alomere Hospital and Alexandria Tech and Community College The HHW Facility and Recycling Center are open year- round and together service over 36,000 customers per year

  4. The facility has grown substantially to meet state mandated programs since its original operation in 1987 and the site is very congested with no room for expansion and has daily exposure to safety risks

Organics Composting Program • In 2017 Pope/Douglas began a commercial and residential food waste organics collection program • 32 percent of garbage is food waste or soiled paper • The program has grown significantly • Grant, Stevens and Otter Tail Counties have expressed interest in organizing organics collection • There is a need for a composting facility centrally located within this region

Our Solution (Planning for the Future) • Move the current HHW/Recycle Center and Admin Building • Construct Environmental Learning Center to fulfill these functions • Expand the Material Recovery Facility and install enhanced recovery equipment • Construct an organics composting site at the existing landfill site near Grant County

Material Recovery Facility (MRF) • Expand the tipping floor to meet current tonnage needs • Replace worn out equipment • Allow better accessibility and safety in equipment operation • Increase recovery of recyclable materials from 2.5% to 8% • Allow flexibility to process from zero up to 18,000 tons per year of Single Sort Recycling (curbside collected material) that is produced in the local region • Design for the recovery of Source Separated Organics that is co-collected with garbage • Reduce manual sorting and increase operator safety
