The plant receives over 80,000 tons of garbage and recycling per year and produces clean renewable energy at its Waste-to-Energy Facility for 3M, Alomere Hospital and Alexandria Tech and Community College The HHW Facility and Recycling Center are open year- round and together service over 36,000 customers per year
SLIDE 4
The facility has grown substantially to meet state mandated programs since its original operation in 1987 and the site is very congested with no room for expansion and has daily exposure to safety risks

Organics Composting Program
- In 2017 Pope/Douglas began a commercial and
residential food waste organics collection program
- 32 percent of garbage is food waste or soiled paper
- The program has grown significantly
- Grant, Stevens and Otter Tail Counties have expressed
interest in organizing organics collection
- There is a need for a composting facility centrally
located within this region

Our Solution (Planning for the Future)
- Move the current HHW/Recycle Center and Admin
Building
- Construct Environmental Learning Center to fulfill
these functions
- Expand the Material Recovery Facility and install
enhanced recovery equipment
- Construct an organics composting site at the existing
landfill site near Grant County

Environmental Learning Center- Recycling/HHW /Admin/Reuse/ Education Center
SLIDE 14
Environmental Learning Center
- Expand the building size from 3,200 ft2 to 10,000 ft2
- Building will include Recycling/HHW/Admin/Reuse/Education
Center
- Matches space needs for current operations with room for
expansion
- Expanded HHW and Recycle Center allows safe storage and
recovery of additional materials
- Safely service customer needs in a climate-controlled
environment
- Heated and powered with clean renewable energy
- Education Center for public outreach and training

Material Recovery Facility
SLIDE 19
Material Recovery Facility (MRF)
- Expand the tipping floor to meet current tonnage needs
- Replace worn out equipment
- Allow better accessibility and safety in equipment operation
- Increase recovery of recyclable materials from 2.5% to 8%
- Allow flexibility to process from zero up to 18,000 tons per year
- f Single Sort Recycling (curbside collected material) that is
produced in the local region
- Design for the recovery of Source Separated Organics that is
co-collected with garbage
- Reduce manual sorting and increase operator safety

Organics Compost Facility Construction
- Provides a regional composting site for expanding food waste
recycling programs
- Placed geographically centered in the 5 county partner region
- Site is already a permitted landfill and can be optimized by
adding the compost operation under the current permit
- Site will generate high value compost for local projects

Pope/Douglas Board Support !!
- Part of the Long Range Plan for the site for the next 30 years
- Part of our MPCA Solid Waste Plan
- Investing $5 Million on other plant infrastructure improvements
- Passed bonding and fees to fund its portion of the project
- Since 1987 Pope/Douglas has provided over $61 Million
to $5.5 Million in state grant dollars (2019 Dollars)
- We need some help on this project
SLIDE 27
Why you should support this project!!
- Help the region meet its state recycling mandates
- Replaces critical aged infrastructure
- Increases site safety
- Promotes new model recycling programs in Greater Minnesota
- Increase recycling recovery by over 4,000 tons per year
- Provides regional flexibility to match Single Sort Recycling
processing to meet local needs and concerns
