What RapidSMS does!

§

Fast, easy, inexpensive data collection

§

Instant analysis

§

Information in real time

§

Web-based data dissemination

§

Supplement paper processes.

Rationale

p RapidSMS technology: § serves as a supplement to the

paper-based system/ tools;

§ allow for rapid data collection;

analysis, and prompt action;

§ aids decision making at all

levels.

Use of RapidSMS in Nigeria ...1

p UNI CEF innovation – presented at the 5th

RBM Review meeting in Enugu, Jan 2009

p NMCP secured collaboration of major mobile

  • perators (MTN, Zain, Glo & M-Tech) to

provide the toll-free short code for data gathering.

p Identification of developers (independent

and Academicians).

p Development of software, training materials

and training on RapidSMS for data collectors at State, LGA and Ward levels.

p Data collectors use their mobile phones to

send SMS daily.

p SMS are sent to a toll- free short code

number, provided by the GSM providers (MTN, Zain & Glo). ( MTN & Zain now ) .

p The SMS are then analyzed and uploaded

into the web site as reports for decision makers at all levels for action.

RapidSMS Pilot Phase

  • LLI Ns Cam paign in Kano State ( w ave 1)
  • 21 Local Government Areas (LGAs) for Logistics –

movement of nets

  • 4 LGAs for mobilization/ HH (58 wards)
  • 4 LGAs for distribution (58 wards)
  • LLI Ns Cam paign in Anam bra State
  • 10 Local Government Areas (LGAs)
  • 4 LGAs for mobilization (68 wards)
  • 10 LGAs for distribution (212 Wards and 495 DPs)
  • LLI Ns Cam paign in Kano State ( w ave 2)
  • 23 Local Government Areas (LGAs) for Logistics –

movement of nets

  • 23 LGAs for mobilization/ HH (267 wards)
  • 23 LGAs for distribution (812 DPs)

Term – Location Code

p Location Code is used to tell the RapidSMS

system about State, LGA, Ward, Distribution Points, and Mobilization location information.

Results of RapidSMS

§ RapidSMS tracked and coordinated:

  • 1. LLIN shipping logistics (Movement of nets)
  • 2. The number of LLIN Net Cards distributed to

households during the mobilization phase.

  • 3. The number of LLINs distributed.

Results (Value added)

§ Real-time (live) data reporting

during LLI N campaigns

§ Real-time error checking § Alert generation § Reminders § Verification § Collect, analyse and react to data

fast!

Results (Value of RapidSMS to ICT in Data Management)

§ Quality data capturing § Efficient and accurate data

processing

§ Mass data storage capability § Efficient data flow/ communication § Cost effectiveness in data

management

Lessons Learnt

p 2 days is required to train health

workers on the use of RapidSMS.

p Helped to build competence of

community level health workers on the use of mobile phone to send SMS.

p Good performance based on good

acquaintance of paper based forms.

p Routinely collects information required

for national, state and LGA level program M&E.

What tools are needed to use RapidSMS

  • 1. National coding system (location code by

states/ LGAs/ Wards e.g. 150303 (15= FCT, 03= Bwari LGA, 03= Dutse Ward)

  • 2. Training manuals for Registration, Logistics,

Mobilization & Distribution;

  • 3. Training and supervision at all sub-

component levels (e.g. cascade and actual implementation – Ward and DP supervisors);

  • 4. SST RapidSMS Core team members on

ground to effectively support by ensuring that data are sent daily during implementation.

Next steps

p Measure effectiveness of RapidSMS against results

  • btained in communities/ wards not using it.

p Determine and evaluate reactions to problems

revealed by the data daily.

p Develop communications strategy for Rapidsms

technology.

p Plan for sustained support of local developers and

trainers.

p Training and re-training of developers and trainers p NMCP and Partners need to sustain database with

M-Tech beyond 2011.

Future Vision

p Goal is to take RapidSMS system to

the facility level in 774 LGAs.

p Monitoring scale up n Track changes over time in service

delivery and utilization

p Informing service and resource

planning.

p Other government interventions

  • Mobilization
  • Distribution

Register your phone(s) for RapidSMS Term – Location Code

n Location Code is used to tell the RapidSMS

system about State, LGA, Ward, Distribution Points, and Mobilization location information.

n Location Codes are determined by looking up

the location row in the location code worksheet.

n Location Code contains between 2 to 8 figures

p If you are at the State level, 2 figures p If you LGA are at the LGA level, 4 figures p If you are at the Ward level, 6 figures p If you are at the Distribution Point level, 7 figures by

DP supervisor

p If you are at the Mobilization Team level, 6 figures by

Ward Supervisor.
