 Why have a certainty program?  States that have developed or are pursuing

comprehensive agricultural certainty: Florida, Louisiana, Michigan, Minnesota, and Virginia.

 States with lesser developed certainty programs:

Alabama, California, Kentucky, Texas and Washington.
