Partnership and collaboration among ANSPs and
Industry partners is the key success factor in driving the transformation in the region
The world over, MET has had a long history of
collaboration with the aviation industry.
This collaboration make it imperative for the weather
& climate scientists, As Service Providers, to work closely with the users to generate products that would enhance & demonstrate the value of weather & climate to the industry

NMHS’s Commitment
NMHS’s are fully committed to the aviation industry partnership by providing quality aeronautical meteorological products and services to enhance safety and regularity of international air navigation. This includes provision of:
Meteorological Air Reports (METARs) and special
meteorological reports (SPECIs) for temperature, wind speed and direction, visibility, precipitation and pressure;
Terminal Aerodrome Forecasts (TAFs);

To enhance the provision of quality services in Aeronautical Meteorology and strengthen the partnership, some NMHS’s have:

for aeronautical meteorological personnel (AMP)
Procured and installed equipment for communication
and generation of aviation products [SADIS, Messir Aero] and;
Automatic weather observing system [AWOS]

NMHS’ s have faced challenges that sometimes affect the provision
- f services; these include:
- Different service provision models
- In some RAI countries NMHS’s is the provider of aviation MET
service
- In others the MET provider is another organization (e,g., the air
navigation service provider, ASECNA)
Some NMHSs still struggling to keep up with recent
amendments to ICAO Annex 3/WMO technical Regulations
Shortage of trained aeronautical meteorological forecasters
(AMF);
Lack of feedback from partners – especially on customer survey
and written complaints;

Recommendations
- Evelution of AeM services to be consistent with the rollong 15 year strategy
for complementary and sector‐wide air transport improvements contained in GANP.
- Review of MET information services provision frmework to reflect GANP
- bjectives( those in Annex 3 and Tech Reg Vol II)
- Planning for 2015 to 2020 timeframe for Met services for ABBU 3.
- Development of provisions for MET information to support Collaborative
Decision Making (CDM) and Common situational awareness, including Human factor considerations
- MET information to support Trajectory Based Operations (TBO) and the
future System Wide Information Management SWIM‐based environment

The Way forward
1. One size may not fit all, so ICAO is working with States, in particular through regional planning groups, to help determine which capabilities should be implemented based on the operational requirement of each State. 2. Each State should take part in the organization of a Regional Conference
- n the Future of Meteorological Service Provision to Civil Aviation, to
explore coordinated regional approaches in RA I in response to the evolving ATM system. 3. Regionalization of the service provision, including cost‐recovery is the way to go. We should further explore how Africa fits into this! 4. Cost recovery could assist Members in meeting evolving requirements.
