Financial

Voters approved funds in the 2012 bond election for a city- wide wireless application; a secure network infrastructure for video, data and voice applications for the first responders, and the protection of certain infrastructure areas in the amount of $2 million. Staff has worked with our Bond Counsel and has verified the town can use these funds to purchase and install various technologies in strategic locations throughout the Town.

Short-Term Approach

Pilot Project

  • Install Twenty (20) License Plate Recognition at eight (8) intersections

and neighborhood entrances before the end of March 2019:

▪ Oaks North Dr. and Belt Line Rd. ▪ Belt Line Rd. and Winnwood Rd. ▪ Celestial Rd. and Montfort Dr. ▪ Proton Dr. and Midway Rd. ▪ Beltway Dr. and Marsh Ln. ▪ Surveyor Blvd and Belt Line Rd. ▪ Beltway Dr. and Midway Rd. ▪ Palladium Dr. and Montfort Dr.

  • Install seven (7) Optical cameras at two (2) jogging, hiking, and biking

trails before the end of March 2019:

▪ White Rock Creek – 2 cameras – One at each entrance ▪ Easement Park – 5 cameras – Fire station2, Dog park, Bush elementary

school, 2 cameras at Marsh Ln. entrance

Short-Term Approach(Cont.)

  • Proof of concept between April and September 2019:

▪ Collect data for a minimum of 6 months​. ▪ Draft a video surveillance/data collection policy to address

requirements and responsibilities with respect to the following:

  • Installation and operation of video surveillance systems
  • Use of information obtained
  • Integrating 3rd party system (e.g. HOA camera system, hotels’ system,

etc.) onto the proposed town’s system

  • Custody, control, share and access to records created through

aforementioned systems.

▪ Share collected data, including 10-year cost of ownership and lessons

learned with the Council to receive direction from Council on whether to scale/expand the Pilot Project to a Citywide system with a multi-phased implementation strategy.

Long-Term Approach

Develop a smart city master plan to:

  • to design and manage an area-wide system with a phased implementation

strategy (Preliminary engineering/consulting services, Design phase services, Bid phase services, and Construction phase services).

  • to produce an overall plan including the locations and equipment, including both

hardware and software operating systems, which will be needed to provide coverage throughout the Town,

  • to explore emerging technologies to consolidate and/or integrate the Town’s

existing systems (e.g. SCADA, Traffic Controller, Fuel Farm, etc.) with the proposed city-wide LPR system

  • to provide an estimated budget for full implementation and a phased approach
  • to present its findings to Council to secure funding
  • to develop a Request For Proposal (RFP) which can be released for bid should the

Town move forward with implementation.
