What is TRS ActiveCare

TRS ActiveCare is a self-funded medical plan. This means that TRS assumes the risk for claims; they cover the cost

  • f claims directly via premiums paid by participants. If

claims payouts are higher than premium income, TRS assumes that liability.

TRS OFFERS COMPETETIVE PLANS

  • TRS administrative cost holds at 4%
  • Cost growth of claims has maintained a much lower curve than that of non-TRS plans.

BISD SUMMARY - Comparison to TRS statewide as shown in TRS FY 2018 District Profile

  • Plan Enrollment - Higher than average enrollment in 1-HD; lower in all other plans

(pg. 3)

  • Membership type – same membership demographic as state (ee only, family, etc) (pg.

3)

  • Plan pays out more for Birdville claims than the rest of the state (pg. 5)
  • Chronic conditions, such as Hypertension, Diabetes, Lower back pain and Circulatory

disease, account for a large portion of claims. Birdville has on average a lower instance of these diseases, and yet the claims payouts are higher than the state

  • average. (pg. 6)
  • Birdville’s wellness utilization (cancer screenings, wellness visits, etc) is higher than

the state average. (pg. 7)

  • Inpatient admission and emergency room visits are lower than state average; total

surgeries and urgent care are higher; these are cost savings. (pg. 7)

RECOMMENDATIONS TO HELP CONTAIN COSTS

  • Enhanced Urgent Care Directory – TRS expanded the Urgent Care Network or providers
  • Walk-in clinics in retailers – Retailers such as CVS offer stand alone walk in clinics available for

vaccines and to treat minor illnesses, injuries, physicals, screenings and monitoring for chronic

  • conditions. Walk in clinics are included in all network searches through the plan websites.
  • Shop around with Concierge services and checking your in-network providers– by calling the plan
  • r providers, you can find the best pricing on the services you need, such as imaging and

prescriptions.

  • Don’t forget about TeleMed – either through the district's plan MD Live, or through a medical

plan, telehealth is a convenient, less expensive option for treatment of routine illness.

RESOURCES

  • One on one consults will be available throughout open enrollment. We are unsure if these will be

in person as we have done in the past, or via virtual appointment. These consults include health benefit consults with FBS and financial (403(b), 457, etc) consults with TCG.

  • Assistance will be available in English and Spanish.
  • Reminder emails will be sent automatically; however, employees may opt into text reminders as
  • well. Instructions will be sent out on this.
  • The District is developing an open enrollment page which will be a simplified one stop shop for

all of the changes, information, and resources available during open enrollment. This page will roll out in June and the link will be included in all OE materials.

  • New Benefit web pages have been developed to assist during the year. Pages can be viewed on

the Districts For Staff page, Benefits. Your suggestions are welcome, so let us know what you think!
