WHAT IS A BOND ELECTION?

  • Gives a community the opportunity to vote on paying for the

construction and renovation of public school facilities

  • School districts borrow money in the form of bonds to finance

design, construction, expansion and renovation of facilities, similar to homeowners borrowing money in the form of a mortgage to finance a home

  • Bond proceeds can be used for:

– Capital improvements like the construction of new schools and improvements to existing district facilities, new land purchases, technology and equipment – But not teachers salaries or regular operating budget items

WHY IS A BOND ELECTION NEEDED?

  • State funds are not provided to school districts for

construction of new facilities or improvements.

  • 89% of our regular, or Maintenance and Operations (M&O)

budget, is made up of “fixed cost” (salaries, insurance, utilities, etc). The remainder of the budget pays for travel, supplies and materials, professional development, and nominal capital expenditures.

HOMEOWNERS AGE 65+

  • Persons who have the over-65 exemption do not pay more school

district taxes – even if the school district raises its tax rate or if the appraised value of their home increases.

  • Residents age 65 or older that have received an “over-65 homestead

exemption” have a tax ceiling on the amount of school taxes paid.

  • The tax ceiling is the amount of school taxes paid in the year the

taxpayer qualifies for the over-65 exemption.

  • If a couple owns a home together and only one is 65 or older, they

both qualify for the over-65 exemption. Taxes for those 65 and older can only go up if substantial home improvements are made on the home.

DISTRICT-WIDE IMPROVEMENTS

Roofing Replacement

(All Campuses)

Existing roofs at every campus have exceeded their life expectancy. Replacing them instead of continuing to repair them will save the district money for other operations.

Window Replacements

(Primary & Intermediate)

The exterior windows at this campus are from the original build in 1982. The window frames are rusting and in poor condition, allowing water to leak into the classrooms each time it rains.

Air Handler Replacements

(Primary & Intermediate and Middle School)

The existing air handler units at these campuses are

  • ver 30 years old and have exceeded their life
  • expectancy. Fifteen units at the Primary &

Intermediate campus and seven units at the middle school would be replaced.

Refunding of Existing Debt

(District-Wide)

White Oak ISD recently made several energy efficient

  • improvements. Transferring the district wide energy

savings project debt to the I&S side of the budget would allow the district to relieve $180,000–$190,000 per year of the Maintenance and Operations Budget, which could be used for teacher compensation, expanded learning opportunities and additional funding in the classrooms.

ACADEMIC & ATHLETIC IMPROVEMENTS

Science Lab Renovation

(Middle School)

Current middle school science labs are undersized and do not meet recommended Texas Education Agency (TEA) guidelines. The renovation will allow for larger spaces to accommodate both the science lab and classroom setting.

Elevator Addition

(Middle School)

Along with the science lab renovation, an elevator will be added near the science wing to allow for handicap accessibility and compliance with the Americans with Disability Act.

Science Lab Addition

(High School)

The existing high school science labs are also undersized and do not meet recommended TEA

  • guidelines. Building an addition will allow for

existing science lab space to be transitioned and repurposed into additional classrooms for other programs.

New Field House

(High School)

The existing field house was originally built in 1968, and has exceeded its life expectancy. Renovating this facility to be in compliant with current jurisdictional code, resolve flooding issues and improve the safety would cost 95%
