ASEAN Summit 2011: Idea of establishment of the network of regulatory bodies on atomic energy amongst ASEAN countries was presented and received warm welcome from the Member States August 2012: Meeting to finalize the Term of Reference (ToR) of ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM) September 2013. The 1st Meeting of ASEANTOM was organized in Phuket, Thailand. ToR of ASEANTOM received consensus

September 2013: ASEAN Senior Officials' Meeting (ASEAN SOM), Brunei: ToR of ASEANTOM was endorsed March 2014: ASEAN SOM, Myanmar finalizing the position of ASEANTOM within ASEAN. ASEAN SOM requested ASEANTOM to look into the issue and make recommendations to the ASEAN SOM for further consideration December 2015: ASEAN SOM decided that ASEANTOM is as ASEAN body in the ANNEX 1 of ASEAN Charter as Sectoral Body under the ASEAN Political Security Community (APSC) pillar

ANNEX 1: ASEAN SECTORAL MINISTERIAL BODIES

  • ASEAN organs/bodies that are inter-

governmental in nature with representation of official ministries/departments from governments of all ASEAN Member States.

  • These ASEAN organs/bodies belong

to the official structure of ASEAN, and are bound by ASEAN’s principles, rules and regulations, i.e. the principle of decision-making by consensus and representation of all ten nations, among others.

  • ASEAN organs/bodies are provided

for in Chapter IV of the ASEAN Charter. ANNEX 2: ENTITIES ASSOCIATED WITH ASEAN

  • Those entities that have links with

ASEAN; they support ASEAN’s goals and objectives but they are not within ASEAN’s official structure.

  • They may or may not be inter-
  • governmental. They can be civil

society originations or professional/ business

  • rganizations or a network of

academic institutions.

  • Each entity has its own set of rules

and regulations subject to its constituting document. These entities are provided for in Chapter V of the ASEAN Charter.

SOM.

  • With this new status, ASEANTOM:

– Will provide the official framework to acilitate cooperation among the nuclear regulatory bodies of ASEAN Member States to promote nuclear safety, security and safeguards in the region. – Will also be the key point of contact with the IAEA to promote greater cooperation and collaboration on issues related to nuclear safety, security and safeguards , including capacity building to benefit all Member States.

– Sharing of best practices and exchange of experiences in regulating nuclear and radioactive materials and related activities, with regard to safety, security and safeguards; – Capacity building by focusing on human resources development through training courses and technical collaboration; and – Assisting Member States to further implement and adhere to the IAEA standards and guidelines at the regional level, especially on cross-border transfer of nuclear and radioactive material and related activities;

Way Forwards

  • Formalization of relation between the IAEA and ASEAN:

– Cooperation between the IAEA and ASEAN will be based on practical arrangement. – Despite the absence of a formal cooperative framework, the IAEA has invited officials from ASEAN Member States and the ASEAN Secretariat to participate in a number of IAEA activities designed for Southeast Asia and the Asia-Pacific in the past. – Representatives of the IAEA also attended various activities and meetings under ASEAN-related frameworks such as the ARF Inter- Sessional Meeting on Non-Proliferation and Disarmament, the ASEANTOM Annual Meeting in 2013, 2014 and 2015. – The IAEA is the proponent of a number of activities under the ASEANTOM’s Action Plan for 2014-2016 on nuclear safety and security.

  • ASEANTOM continue to play important roles
