  2. What is the Trades Center? The Trades Center is a 38-acre site located in Shirlington, owned and operated by Arlington County and Arlington Public Schools. The site provides critical support services and emergency services to our community. • Department of Parks and Recreation (DPR) – • DES – Transportation, Engineering and Operations – Street light and traffic light Maintains parks, other open spaces and community centers. maintenance; sign design, fabrication and installation. • Department of Environmental Services, Equipment Bureau (DES) – • APS – Facilities & Operations – Facilities Repairs/maintenance of all County vehicles, planning, design, construction and motorized equipment and buses maintenance; school transportation functions. • DES - Water Sewer, Streets Bureau – • Arlington County Police Department (ACPD), Operates and maintains water distribution Police Impound Lot system, storm sewer system and County • Arlington County Fire Department (ACFD), streets; snow removal operations. Fire Training Academy • DES - Solid Waste Bureau – Manages collection and processing of refuse, recycling, organic materials and debris. 2

History of the Trades Center • Parcels acquired 1925 and 1957 • Early Operations - Public Trades Center, Works, 1950 1950s • As part of the Phased Development Site Plan (PDSP), the County transferred 2.4 acres Trades Center, to facilitate economic 2019 revitalization (library and garage development), 2000 • Building ages range – 6-69 YRS 3

Goals of Trades Center Optimization Study The study will: The study is not: • produce preferred plan • a construction project & provide estimates • a master planning effort that may be included in • an implementation plan upcoming Capital • currently funded in the Improvement Plan Capital Improvement (CIP) Plan • engage internal & external stakeholders • utilize feedback from stakeholders to inform recommendations 4

Scope of Work • Phase I – Benchmarking and best practice study based on similar municipalities – Current and future programmatic needs and analysis of existing programs • Phase II – Development of a concept plan to optimize business function & operations – Presentation of 3 concept site plans – Cost estimate on selected concept plan with phasing of identified priorities over a 5 to 15-year period 5

Project Timeline and Engagement - Phase I Timeframe Project Engagement Milestone/Deliverable Fall 2018 – Spring 2019 Benchmarking, Facilities Project Memo Kickoff Review & Best Practices Space Needs Review & Civic Association Briefings (by Program invitation) Pop-ups: Monthly Shredding Services (EPRY) Employee and Resident Feedback Form Winter 2019 – Spring Presentation of Phase I Findings to be posted on project 2019 Findings to County/APS webpage & community informed via listserv, NextDoor, Inside Arlington 6

Project Timeline and Engagement - Phase II Timeframe Project Milestone/ Engagement Deliverable Spring 2019 – Site Optimization Planning Pop up: Monthly Shredding Summer 2019 Services (ECARE) Pop-up: EPRY Day – June 8 Summer 2019 – Presentation of Concept Civic Association Briefings (by Fall 2019 Scenarios to County, APS & invitation) Public Walking Tour of Trades/Review of Scenarios (online & in- person) Fall 2019 – Development of Final Fall 2019 Scenario/Approval to include phasing implementation plan Fall 2019 – Winter 2020 Final Presentation to County, Findings to be posted and APS & Public community informed via listserv, NextDoor, Inside Arlington 7
