Introduction

The following preliminary 2018 DCPHD Planning Division work program presentation has been prepared for consideration by the Arlington County Board at the February 13 work session. The presentation consists of the following three parts: Part 1: Planning Organization and Staffing This section provides charts that define both the current staffing and functional organization of the DCPHD Planning Division. Part 2: Summary of 2018 DCPHD Planning Division Work Program for each Section.

Part 3: Major Projects – 2018 DCPHD Planning Division Work program This section highlights the purpose, scope, milestones and schedules for major project or program areas that are proposed to be completed or initiated as part of the 2018 DCPHD Planning Division work program. The preliminary 2018 work program has been developed to address the following objectives and priorities.

  • Complete and initiate FY2018 and FY2019 priority planning initiatives defined by the County Board and County Manager.
  • Review and reporting of recommendations for use permit and site plan applications for Planning Commission and County Board consideration.
  • Planning review of updates and amendments to the County’s Comprehensive Plan elements, including the General Land Use Plan (GLUP).
  • Undertake studies and prepare recommendations to update the Arlington County Zoning Ordinance.
  • Facilitate active and timely citizen and community engagement and communication of planning projects and programs.
  • Provide professional planning and administrative services to support the Planning Commission.
  • Support Arlington Public School facility expansion and improvement projects.
  • Support short and long range public facility planning and project review with the Joint Facilities Advisory Commission (JFAC) and Public Facilities Review Committee

(PFRC).

  • Provide urban design, architecture and landscape architecture services to support the DCPHD, Planning Division and other County departments.
  • Strategically conduct demographic and other forms of research to support County planning and decision making, including preparations for the 2020 U. S. Census.

To ensure that both DCPHD and the Planning Division are well positioned to address Arlington County’s 2018 and future planning priorities, we continue to innovate, reassess, reinvent and restructure processes, programs, projects and service delivery to ensure that staff can perform at the highest level within the budget resources available. Following the County Board work session and action on the FY2019 budget, the DCPHD Planning Division will revise the following work program and priorities and submit a report with detailed program and project schedules during the final quarter of FY2018.

Four Mile Run Valley Initiative (4MRV)

Overview:

  • 4MRV is a coordinated planning effort to shape the Four Mile Run Valley by

developing an Area Plan for the primarily industrially-zoned areas along Four Mile Run Drive and Shirlington Road and a Parks Master Plan for Jennie Dean Park, Shirlington Park and Shirlington Dog Park.

  • This area represents a combination of diverse uses not found elsewhere in the

County:

  • an environmental stream corridor,
  • parks,
  • cultural facilities,
  • roads and bike trails,

  • industrial and service-oriented businesses

Lee Highway Planning Study

Overview

  • New County-led community planning process that will take a closer look at the long term goals for

the Lee Highway corridor to ensure it is an attractive, prosperous, safe, healthy, and livable main street community

  • Next step building off the grassroots visioning effort, spearheaded by the Lee Highway Alliance, that

culminated in the 2016 Visioning Study

  • Multi-year comprehensive planning study that will kick off later this year
  • Scope developed by interdepartmental team led by CPHD and refined through community input

The primary outcome of the process is to adopt a Plan for Lee Highway that:

  • Establishes a high-level, comprehensive and long-term vision for the corridor to guide public and private

investment

  • Reflects a broad community vision and advances ideas from the Visioning Study
  • Provides a general vision with goals, objectives, and fundamental recommendations for land use, height and

form, general open space locations, housing, and transportation/connectivity improvements for the corridor

  • Identifies implementation tools (e.g., short-term solutions, recommended General Land Use Plan and zoning

Implementation of Affordable Housing Master Plan Two-Family Dwelling Zoning Study

Overview

  • This study will respond to County Board and Planning Commission interest in

addressing non-conforming issues in one- and two-family dwelling zoning districts while also examining opportunities to preserve and possibly expand the supply of two-family dwellings. This type includes semi-detached and duplex arrangements, and considered a “missing middle” housing type. Clusters of this housing type are found throughout Arlington, primarily in areas zoned R2-7. Much of it, however, is nonconforming to zoning requirements (including lot width, lot area, setbacks, and/or parking), meaning owners have limited flexibility to renovate or add on to these buildings to accommodate changing family needs, thus limiting reinvestment and resulting in a shortage of missing middle housing.

  • This study would occur concurrent with Phase II of HCD implementation, as the HCD

Study will examine existing two-family dwellings in RA zones in HCD boundaries. Study of non-conforming issues in townhouse development may be considered as a future phase. Schedule

Implementation of Affordable Housing Master Plan Low- and Moderate-Income Housing Definition

Overview

  • Led by Housing Division, to adjust the N-FBC affordable housing requirement

for ownership units from 60% AMI to an increased AMI level that is consistent with the AHMP, and to amend the “low or moderate income” definition in the ACZO from 80% AMI to an increased AMI level that is consistent with the AHMP for ownership units. Schedule

This targeted study will identify additional setback options for new, detached accessory dwelling units, with the goal of rounding off AHMP implementation as it relates to ADs. ZOA Coord. Franklin Planning Housing PUBLIC FACILITIES Fall / Winter 2018 – Spring / Summer 2019 Height and Placement in S-3A and P-S Districts. A 2016 amendment gave the County Board the flexibility to modify height, setback and onsite parking requirements for schools in the S-3A public zoning district, subject to use permit approval. The scope of that amendment initially included consideration of use permit flexibility for all public and civic uses permitted in the district, although that work was tabled to focus on pressing school construction needs. This study picks up on those earlier efforts and will consider use permit flexibility for onsite parking as well as the bulk and placement of main public buildings. The study will distinguish between main public buildings, accessory structures, and community amenities, and will consider whether different height and placement requirements may be applied to accessory structures and community amenities to maximize limited public land resources. This study will comprehensively evaluate land use and zoning criteria for public zoning districts (S-3A, SD, P-S) to address issues pertaining to the delivery of essential public services and to respond to the outcomes of the Community Facilities Study. The goal of the study will be to determine whether and how the County can accommodate more intensive and co-located public uses through land use and zoning. Objectives will include:

Preparing for the 2020 Census

  • The Research Team is the County’s liaison with the

U.S. Census Bureau and has started preparations for the 2020 Census.

  • Participation in the Local Update of Census Addresses

(LUCA) is the first step in achieving a complete count

  • f all Arlington residents.
  • Through the LUCA program, the Research Team

will be reviewing every residential address in the County.

  • The review begins in February 2018 and lasts for

120 days.

  • The Research Team will also be participating in the

Multi-Family Address Program

Project Purpose:

  • To collect a new dataset of all apartment mailing

addresses in Arlington County and to compile a complete residential mailing address database, including single-family and condominium addresses.

  • The new dataset will be made available for use by all

County departments, to improve service delivery to apartment dwellers, such as increasing community engagement and reducing emergency response times.

  • Contact property managers to collect unit lists and

work with staff and Virginia Tech’s Social Decision and Analytics Lab to obtain USPS range data to estimate unit address lists for non-responsive apartment complex property managers.
