  11. What is PRS? PRS are specifications on key material and construction quality characteristics that have been shown to correlate significantly with the performance of pavement. Through the use of PRS a methodology is provided by which the quality of pavement construction can be identification of an optimum level of construction quality and the rational determination of pay adjustments for a specific project. Publication No. FHWA-RD-93-042, November 1992, page 1 ACPA Annual Meeting - November 30, 2016

  12. What is PRS? • Nothing new, we have been talking about it a long time • CONCEPT – Specified quality at design – Higher quality at construction is a performance benefit – Lower quality is a loss of performance ACPA Annual Meeting - November 30, 2016

  13. What is PRS? • Allows us to optimize quality and performance • Allows us to find the best balance of costs and performance • Project Basis • Quality at Construction predicts performance • Amount of incentive or disincentive is based on the costs incurred by the agency ACPA Annual Meeting - November 30, 2016

  14. What is PRS Examples • Aggregate types/quality – Limestone – Crushed gravels • Air penalty – Standard specifications – PRS air curves ACPA Annual Meeting - November 30, 2016

  15. Sounds Logical, Right? • What are we waiting for? Let’s do it! • Need to know – Our materials better than we ever have – Performance of our pavements – Costs – Life cycle maintenance, rehabs and sevice lives. ACPA Annual Meeting - November 30, 2016

  16. Commitment • Not 1 or 2 projects • Policy for PRS • The information loop ACPA Annual Meeting - November 30, 2016
