2018-2020 Zoning and Feeder Pattern Revision Project

Goal: Realign school zones and feeder patterns to optimize student achievement. Rationale:

• Maintain social and academic stability
• Provide equitable course offerings
• Utilize student transportation resources effectively
• Increase state-funded units
• Clear transitions from elementary to middle to high
• Provide longitudinal programs

Initial Process

Conduct In-depth analysis of current enrollment and zones Reviewed research related to best practices for school structure and feeder patterns Solicited input from principals and stakeholders Selected a 45 member Steering Committee comprised of:

• Parents
• Board Members
• Principals
• Alumni
• Employees
• Community Partners
• City of Birmingham Representatives
• Housing Authority of Birmingham Representatives
• Union Representatives
• GIS Software Partners

Best Practices:

• Establish a common feeder pattern throughout the District.
• Endeavor to zone entire neighborhoods to the same school(s).
• Consider students’ proximity to a campus and promote safe and reasonable

walking zones.

• Utilize student transportation resources effectively.
• Utilize natural and man-made elements as boundaries, i.e. railways, highways,

streams.

• Utilize projected student enrollment and capacity to ensure maximum facility

usage.

• Consider fiscal impact and minimize future capital and operational budget costs.
• Maintain diverse populations.
• Consider anticipated construction and residential growth within the community.
