2018-2020 Zoning and Feeder Pattern Revision Project
Goal: Realign school zones and feeder patterns to optimize student achievement. Rationale:
- Maintain social and academic stability
- Provide equitable course offerings
- Utilize student transportation resources effectively
- Increase state-funded units
- Clear transitions from elementary to middle to high
- Provide longitudinal programs
Initial Process
Conduct In-depth analysis of current enrollment and zones Reviewed research related to best practices for school structure and feeder patterns Solicited input from principals and stakeholders Selected a 45 member Steering Committee comprised of:
- Parents
- Board Members
- Principals
- Alumni

- Community Partners
- City of Birmingham Representatives
- Housing Authority of Birmingham Representatives
- Union Representatives
- GIS Software Partners
Best Practices:
- Establish a common feeder pattern throughout the District.
- Endeavor to zone entire neighborhoods to the same school(s).
- Consider students’ proximity to a campus and promote safe and reasonable
walking zones.
- Utilize student transportation resources effectively.
- Utilize natural and man-made elements as boundaries, i.e. railways, highways,
streams.
- Utilize projected student enrollment and capacity to ensure maximum facility
usage.
- Consider fiscal impact and minimize future capital and operational budget costs.
- Maintain diverse populations.
- Consider anticipated construction and residential growth within the community.
