2018-2020 Zoning and Feeder Pattern Revision Project
Goal: Realign school zones and feeder patterns to optimize student achievement. Rationale:
- Provide clear feeder patterns that are easily understood by all stakeholders. This
provides direct transitions from elementary to middle/K-8 to high schools.
- Maintain social and academic stability throughout a student’s tenure in our school
district.
- Utilize transportation and facility resources effectively.
Proposal Development:
- Establish a common feeder pattern throughout the District in which students
would be in a cohort from Kindergarten through 12th grade.
- Endeavor to zone entire neighborhoods to the same school feeder pattern.
- Consider students’ proximity to a campus and promote safe and reasonable
walking zones.
- Utilize student transportation resources effectively, noting a 2-mile radius
walking-zone.
- Utilize natural and man-made elements as boundaries, i.e. railways, highways,
streams.
Proposal Development:
- Utilize projected student enrollment and capacity to ensure maximum facility
usage.
- Consider fiscal impact and minimize future capital and operational budget costs.
- Consider anticipated construction and residential growth within the community,
including census data and school enrollment trends.
- Analysis of school enrollment trends and census data to ensure that enough
room would be available for future growth.
History and Research
History ry:
- No formal zone or feeder pattern realignment in over a decade
- Several schools have been opened, closed or restructured without detailed
planning for school zones or feeder patterns
- Elementary school student cohorts are split to different middle schools and
high schools
- Students are zoned to non-adjacent geographical locations (i.e. Students
transported past Parker to attend Carver; Glen Iris students zoned to Arrington and Carver)
Research:
- Research has shown that direct feeder patterns are less disruptive to a
student’s social and academic stability
- Direct feeder patterns allow for continuation of academic programs from
grades Pre-K through 12
- Realigned school zones will utilize transportation effectively
- Restructured school zones will potentially increase funding for teacher and
support units
- Direct feeder patterns will provide a definitive guide which clarifies student
enrollment in transition years (i.e. elementary middle/K8 high)
