  1. Water & Environment Unit Design Safety Initiative Update and Designing for Safe Maintenance Safety Stand Down, November 2010

  2. Aims of Presentation WNE Design Safety Initiative:  An update on progress: Guidance and information that has been generated as a result of the initiative to date.  Designing for safe operation and maintenance using examples from: - Yorkshire Water - Anglian Water

  3. Unit Design Safety Initiative Update

  4. Unit Design Safety Initiative 2010 Progress to Date  Reviewing effectiveness of design hazard elimination actions;  Producing guidance on achieving best practice;  Best practice examples and RAG list posted in BPTL on PIMs;  Link to this on Unit Safety home page  Health and Safety Design Leadership workshop.

  5. Unit Design Safety Initiative 2010 Planned Action to end of year  Project Safety Advisors (PSA) to review effectiveness of current designs in mitigating risks;  Implement suggestions from Design Leadership workshop;  WUD design processes to be reviewed to integrate safety interventions;  More best practice examples to be included in BPTL safety folder;  Review standard forms to include more prompts.

  6. Unit Design Safety Initiative 2011 Objective Be better at identifying, managing and communicating risks

  7. Unit Design Safety Initiative 2011 Actions  PSAs to be more involved and carry out spot checks of design decision forms;  Include all designers of all disciplines and stakeholders in design health and safety process;  Revise our design processes to include health and safety best practice;  Obtain and implement feedback from contractors/operators;  Continuous improvement of safety best practice library.

  8. Operation and Maintenance Designing for Safe

  9. Design for Safe Maintenance and Operation How to achieve this?  Involve operators during the design and hazard elimination processes;  Use 3D model to undertake virtual walk through the works with operators;  Think from an operator’s perspective while designing;  Walk around with operators at end of job to identify good and bad practice and capture lessons learned in BPTL;  Incorporate lessons learnt into future designs.

  12. Keldgate WTW Communication: Delivery Process  Design & commissioning delivery process specifically developed;  Design and commissioning review meetings undertaken with Client every two weeks;  Dedicated safety meetings integral part of delivery process: 2 nr. HAZOPs – HAZCON (construction) – HAZ-maintenance (lifting & access) – HAZCOM (commissioning) –  Safety meetings undertaken using a HAZOP facilitator;  Safety meetings conducted with Client’s operational staff.

  13. Keldgate WTW Co-ordination  3D model of building, plant and instrumentation produced  Operation of plant reviewed with Client’s staff  Maintenance (access & lifting) of plant reviewed with Client  Lighting Plan produced and evaluated  Fire/Emergency escape plan reviewed by Building Inspector  Access road evaluated using Autotrack

  14. Keldgate WTW 3D Model

  15. Keldgate WTW Hazard Elimination/Operational  Lighting designed to avoid shadows  Valves positioned to ensure easy access and operation  Plant operation fully automated  Instruments and display monitors positioned at eye level  Access platforms provided for higher equipment  MCC Room has climate control to provide comfortable temperature  Access to bund (confined space) eliminated

  16. Keldgate WTW Hazard Elimination/Maintenance  Lifting beams installed for heavy equipment  Building floor has no steps to allow trolley access  Access to every item of plant provided  Lights positioned to allow them to be accessed by mobile platform  Valves located at level to facilitate access  Serviceable items in bunds and buried tanks located at surface

  19. Kings Lynn H&S Review with Operations

  20. Kings Lynn H&S Review with Operations Some Lessons Learnt  Poly electrolyte is extremely slippery when wet so design to avoid ponding on slabs;

  21. Kings Lynn H&S Review with Operations Some Lessons Learnt  Position valves for ease of operation

  22. Kings Lynn H&S Review with Operations Some Lessons Learnt  WESSO valve at the top of Monsal units produces toxic gasses, so do not provide permanent access to the valves

  23. Kings Lynn H&S Review with Operations Some Lessons Learnt  Avoid steep sloping access roofs – KL Digesters 25 o slope

  24. Challenge What will you do differently in your designs to contribute to safe maintenance?

  25. Committed to Safety www.mottmac.com

  26. AutoTrack/Truck Delivery  AutoTrack models the swept paths of steered vehicles, including articulated trucks in loading areas and junctions ;  Can control a second steered axle at drive time using the mouse wheel ;  Any number of camera viewpoints (including drivers eye views) and switch between them during animation playback ;  Display full width tyre tracks .
