- Fannin County Electric Cooperative is a member of Rayburn
- Rayburn anticipates reimbursement for its electric transmission costs from
Transmission Cost of Service Program (TCOS)
- Rayburn also anticipates reimbursement for its portion of the substation
costs from TCOS
- TCOS reimbursement must be approved in a separate action by the Public
Utility Commission six months after line is energized

States:
- “The District agrees to enter into an agreement with the applicable County law
enforcement agency regarding the payment of the County’s costs associated with acquiring, and maintaining equipment and facilities necessary for police patrols of the Reservoir, including but not limited to, boats and vehicles for such police
- patrols. The proposed agreement will provide for the District’s payment of all
reasonable and necessary expenses associated with the County law enforcement agency’s exercise of its police powers as specified herein, and as mutually agreed upon by the District and such agency”
- Staff has met with Fannin County Sheriff’s Office to discuss
policing needs/requests

B. Water Conservation Consultant Update
WATER CONSERVATION CAMPAIGN UPDATE
- NTMWD
has contracted with EnviroMedia since 2006 for the development and implementation of the water conservation and awareness campaigns.
Water IQ – Water4Otter – WaterMyYard
- EnviroMedia closed business on September 5, 2018 prior to the
completion of the contract period, ending September 30, 2018.
- NTMWD
retains the rights to all work products developed by EnviroMedia for use.
- Only trademarked item is the Texas Water Development Board’s
(TWDB) Water IQ campaign. TWDB owns brand and logo. NTMWD has agreement to use.
- During FY18, EnviroMedia invoiced NTMWD for media placement/buy
and NTMWD paid in full per our contract.
WATER CONSERVATION CAMPAIGN UPDATE
- Several entities have contacted NTMWD with outstanding balances as a
result of EnviroMedia closing.
- OutFront’s collection agency and Screen Vision’s attorney sent letters
requesting outstanding balances
– NTMWD’s attorney has responded to OutFront and Screen Vision
- Comerica Bank sent letter requesting any payments from NTMWD to
EnviroMedia be made payable to Comerica.
– NTMWD’s attorney has responded to Comerica’s request
- Of entities Denise Hickey has spoken with, all are willing to continue
working with NTMWD despite EnviroMedia’ s closing
