  1. City of Cheboygan Wastewater Treatment Plant Upgrades 2020 SRF Project Plan Public Hearing Presentation July 14, 2020 1

  2. PURPOSE OF THE PUBLIC HEARING • Present State Revolving Fund (SRF) Project Plan • Provide a forum for Community Participation Overview – SRF Loan Program Overview Project Plan – Project Plan and Alternatives – User and Overall Project Costs Cost – Social & Environmental Impacts Impacts – Mitigation of the Impacts – Schedule Schedule – Questions Questions 2

  3. WHAT IS THE SRF LOAN PROGRAM? Provides low-interest loans (currently 2.0%) for planning, designing, and constructing eligible wastewater projects. Administered by EGLE Revolving Loan Section. Overview Project Plan To qualify, the City must: • Must prepare and submit an EGLE approvable Project Cost Plan Impacts • Provide a Public Hearing and Comment Opportunity for the Plan Schedule • Pass a Council Resolution adopting the Plan Questions Final EGLE approval and City acceptance of the loan is decided later in the SRF Loan Program. 3

  4. WHAT IS A WASTEWATER TREATMENT PLANT (WWTP)? Overview Project Plan Cost Impacts Schedule Questions 3

  5. HISTORY OF THE CHEBOYGAN WWTP • The Wastewater Treatment Plant (WWTP) is the City of Cheboygan’s municipal wastewater treatment facility. – The WWTP provides treatment to all commercial and Overview domestic (residential) wastewater. – Wastewater from homes and businesses is pumped from to Project Plan the WWTP from the City of Cheboygan and Inverness Township. Cost – treats it in accordance with its NPDES permit with subsequent discharge to the Cheboygan River. Impacts Schedule • The plant was originally constructed in 1946. Questions • The plant was modified and/or expanded in 1975 & 1998. 3

  6. PROJECT LOCATION Wastewater Treatment Plant

  7. WWTP UPGRADES PROJECT INTRODUCTION AND NEED • The WWTP Upgrades – Need for Project – NPDES Permit Compliance Overview Weak organic concentration of incoming sewage causes the WWTP to not meet 85% removal of organic load. Project Plan – Aging Infrastructure Cost Plant facilities suffer from equipment breakdowns that are Impacts due to age and condition. Schedule – Inefficient Solids Disposal System Unreliable system results in large buildup of solids at the Questions plant. 4

  8. ALTERNATIVE ANALYSIS • No Action Alternative – Not considered a favorable option – No Action will result in: Overview • Continued degradation of existing facilities Project Plan Cost • Increasing difficulty in meeting discharge permit Impacts • Risk of surface water quality issues Schedule • More costly intervention in the future Questions • Compromise safety of workers and plant operators 5

  9. ALTERNATIVE ANALYSIS cont’d • Regionalization Alternative – Not considered a favorable option – No Action will result in: Overview • Decommissioning the WWRP and piping to facility Project Plan Cost • Unable to provide treatment to City of Cheboygan and Inverness Township Impacts • Closest facility is Alpena which would require 80 Schedule miles of forcemain & several pumping stations Questions • Time-consuming • Use tremendous amount of energy consumption from pumping stations 5

  10. Existing Final Clarifier (not functional) and Chlorine Contact Tank

  11. Existing Electrical Equipment and Water System Tank

  12. Existing Rotating Biological Contactor (1/2 are not functional), Grit Tank and Raw Sewage Piping

  13. ALTERNATIVE ANALYSIS cont’d • Rehabilitate Existing WWTP – Feasible, and considered the Preferred Alternative – Perform various improvements at existing Overview wastewater treatment plant Project Plan • Most construction activities located at existing facilities of the WWTP, except for the oxidation tank which will be a new Cost facility just outside of existing WWTP grounds. Impacts • Improvements shown on next figure Schedule Questions 9

  14. ALTERNATIVE ANALYSIS cont’d • Rehabilitation of existing WWTP will provide: – More Efficient Use of Energy and Capacity Overview Resizing and reconfiguring existing facilities (which require replacement) will reduce energy waste and operating expenses. Project Plan – NPDES Compliance Cost Rehabilitation and improvement projects will give the WWTP reliable infrastructure to meet the discharge limits and protect the water Impacts quality of the nearby river and lake. Schedule – Replacement of Degraded Existing Facilities Questions Replacing failing equipment will provide more reliable operation, reduce maintenance/operating costs, and prevent treatment plant process failures. 9

  15. WASTEWATER PLANT UPGRADES PROJECT COST ESTIMATES Overview Project Plan Cost Impacts Schedule Questions 11

  16. WASTEWATER PLANT UPGRADES PROJECT USER COST ESTIMATES Below is the project cost over a 20-year period: – This is NOT a proposed rate increase. Overview – Option 1 is the user cost without 30% grant Project Plan loan forgiveness. – Option 2 is the user cost with 30% grant Cost loan forgiveness. Impacts Schedule Annual 30% Grant Loan Monthly Basis Cost Forgiveness Cost User Cost Questions $16,000,000 $978,507 N/A $17.90 Option 1: $16,000,000 $978,507 $684,955 $12.53 Option 2:

  17. IMPACTS OF PROJECT PLAN • Short-Term Impacts: – Positive Impacts • Increase in jobs, and workers utilizing community Overview amenities and local contractors – Negative Impacts Project Plan • Noise, dust, & traffic related to construction Cost • Long-Term Impacts: – Positive Impacts Impacts • NPDES permit compliance Schedule • Removal of 85% organic load • Improved efficiency and reliability at the WWTP Questions • Ability to continue adequate wastewater treatment and public health protection • Improved processing & reduced equipment wear – Negative Impacts • None 13

  18. IMPACTS OF PROJECT PLAN cont’d • Irreversible Direct/Indirect Impacts: – Non-recoverable resources (public capital, energy, labor & materials) committed to project are traded Overview off to provide necessary repair and replacement of aging and worn-out structures and equipment Project Plan – Possible construction damage or accidents Cost Impacts Schedule Questions 14

  19. MITIGATION OF IMPACTS • Mitigation of Short-Term Impacts related to Construction Activities – Comply with any required permits (soil erosion, endangered species, etc.) Overview – Follow regulations related to disposal and handling of asbestos containing material, lead paint, and any Project Plan contaminated soils/groundwater, if encountered Cost • Mitigation of Long-Term Impacts – Activities will prohibit the disposal of soils in wetlands, Impacts floodplains, or other sensitive areas Schedule Questions 15
