LEVEE SAFETY PROGRAM

How is a Levee System defined?

A levee system is comprised of one or more levee segments and other features that are collectively integral to excluding flood water from the leveed area.

Levee features may include the following if they are integral to the performance of excluding flood water from the leveed area:

  • Embankment sections
  • Floodwall sections
  • Closure structures
  • Pumping stations
  • Interior drainage works
  • Highway and railroad embankments
  • Other non-project segments
  • Other types of infrastructure, such as structures along canals

A levee system is a manmade barrier along a watercourse with the principle function to exclude flood waters from a limited range of flood events from a portion of the floodplain (referred to as “leveed area”).

LEVEE SAFETY PROGRAM

  • Levee Systems
  • All Inspection System Ratings are based on the

inspection rating of the lowest rated segment if the system contains more than one segment

  • Levee System Evaluations for FEMA use the levee

system model for insurance rates. If your levee segment is connected to a segment that does not meet levee evaluation criteria, then the system is not certifiable.

SYSTEM WIDE IMPROVEMENT FRAMEWORK (SWIF)

SWIF allows non Federal sponsors to be temporarily eligible for PL 84-99 assistance while they correct unacceptable operation and maintenance deficiencies as part of a broader improvement to the levee system To begin the SWIF process the local sponsor must provide a letter

  • f Intent (LOI) to HQ.

Once the LOI is approved, the sponsor has two years to develop a plan to correct the deficiencies noted in the LOI. The SWIF plan will be monitored

  • n a yearly basis to ensure the

sponsor is following the plan.
