Peak load management A Challenge to DISCOM

Peak load requirement keeps increasing and there is perpetual peak power shortage. Why: Commercial activity is increasing which adds load primarily in day time. RTC loads are very few in comparison to day time load. No spinning reserves/ peaking plants to manage peak loads Rapid increase in centrally AC buildings Result:

Result: Several states resort to rotational load shedding in peak hours The cost of available power in peak time becomes very high Transmission system gets stressed in peak time Generation drop in night causes poor efficiency (Heat rate) for power plants. Load factor and efficiency of all equipments becomes poor.

Supply side limitations

  • Shortage of peaking power plants and spinning reserves
  • No availability of Transmission Corridors to bring bulk power.
  • Availability of Land and the prohibitive cost to acquire land for developing

new infrastructure within cities. Requirement of multiple clearances for execution of Transmission related

  • Requirement of multiple clearances for execution of Transmission related

projects.

  • Difficulty to get outages even to carry out replacements / augmentations

Demand side options

Demand side options are much cheaper than creating new GTD capacity. Flattening of load curve can virtually create double capacity with same consumption. …Message Box ( Arial, Font size 18 Bold) with same consumption. Conservation, efficiency and load management are three important aspects of DSM. ………..But who should implement these options?

Who should promote DSM

At present most of the efforts are taken by central bodies like BEE who has no direct contact with end consumers. DISCOMs are at front end with consumers in the long chain of GTD. They have direct influence on consumer behavior. DISCOMs determine the tariffs, manage billing of the consumer.

DISCOMs determine the tariffs, manage billing of the consumer. Moreover, DISCOM can use DSM as an excellent load management tool. DISCOM can also use DSM to cut peak power purchase cost. Hence, DISCOMs are in best position to implement DSM.

Initiative by MERC in Maharashtra Regulatory Support

Time of The Day TOD tariff is applicable for Industrial & Commercial Consumers DSM Regulations are notified, DSM CC is formed. Benefit- Cost assessment tests are clearly defined.

Regulatory support is of prime importance to promote DSM initiatives…. Maharashtra Regulatory Commission has taken some very important steps in this direction.

…Message Box ( Arial, Font size 18 Bold)

Benefit- Cost assessment tests are clearly defined. Measurement & Verification guidelines are drafted. Expenditures regarding DSM are allowed in ARR Program for energy saving and load shifting are approved. Guidance and support is provided to utilities.

Specific programmes promoted by Tata Power at Mumbai

1. Appliance exchange programmes for residential and small shop keepers

  • etc. ( CFL, Fan, Tube lights etc)

2. HVAC efficiency improvement programmes ( AC, Refrigerators, Chillers etc) 3. Peak load management programmes ( Thermal Storage, Demand Response etc)

…Message Box ( Arial, Font size 18 Bold)

Response etc) 4. Energy Audit support 5. Awareness campaigns, webinars, exhibitions, “Club Ener-ji” campaign.

Several Tangible and intangible benefits of DSM

The awareness of 5 star products has increased in the city Consumers are opting for 5 star products, on their own, even without any subsidy Energy audits have helped SME sector a lot. They have started taking audit recommendations in their CAPEX cycle.

…Message Box ( Arial, Font size 18 Bold)

Consumers who participate in Demand response, have identified unnecessary loads and have permanently curtailed the same. Consumers have started demanding new schemes with utilities. In last 2-3 years, the city load growth is only 3%. May be Utility promoted DSM is one of the reason. This needs to be researched by experts like PWC.
