I- Overview

General Information of Cambodia

1-Geopolitical Location :

The kingdom of Cambodia lies in the tropical zone that is situated in Southeast Asia and located in the Southwestern part of the Indochina peninsula. The country’s land size is 181,035 square kilometers, which is relatively small compared to its neighbors. The country is bordered by Thailand and Laos on the North, by Vietnam on the East and Southeast and by the Gulf of Thailand and Thailand on the

  • West. Much of the surface of the country is a low land area,

which is bounded by mountain ranks and plateaus physically shaped like a pan. Cambodia is also centralized by Tonle Sap Lake ‘Great Lake,’ which is one of the largest fresh water lakes in Asia and is traversed by the Mekong River, 500 kilometer from North to South.

1- General Information of Railway

The railway network consists of 2 lines 1-Northern line : Phnom Penh – Poipet (Thai border) = 386Km .Single track , meter gauge : 1000mm .Steel sleeper .Rail P30, .Axle load : 15t-20t .Operation Station : 5 2-Southern Line : Phnom Penh – Sihanouk Ville = 264Km .Single track , meter gauge : 1000mm .PC sleeper .Rail P43 .Axle load : 20t .Operation Station : 3

  • Total line length

= 650km

  • Type of train : diesel locomotives
  • Type of railway in operation: Conversional

II-Railways Network Existing Line

2- Previously Railway Rehabilitation Project

Step 1:

  • The total project cost was US$141.1 Million and financed by ADB’s loan

(60%), ( AusAid (15%) and RGC (15%). This total costs covered the whole southern line 264km with 20t axle load, speed 80km/h and Railway Terminal at Sihanouk Ville Port, installation two Auto level Crossing and two sections on the northern line [PK9+000 –PK32+000 (15t axle load) and PK338 +PK379+500 (20t axle load)]. This project was completed in 2013.

Step 2:

  • The total project cost was US$90 by National Budget. The whole

northern line was already completed in July 2018, 15t axle loads, speed 50km/h. This total project cost included Poipet Station near the border CAM-THAI and installation one Auto level crossings near the border.

The operation passenger train started in April 2018 From Phnom Penh Station to Poipet Station, speed 50km/h. The Government of Cambodia and the Government of Thailand are planning to sign a cross-border rail transport agreement in this year.

4- Tramway Line : 1.5 km

  • IV. Current Status of Railway Operation

Connect from main line at Pochin Tong Station to Phnom Penh International Airport with length 1.5 km. The Diesel Motorizes operation from Phnom Penh Station to Phnom Penh International Airport with trip distance is 7.5 km, with speed 50km/h. The Royal Railway Cambodia (Private Operator) bought the Diesel Motorizes 3 units from Mexico with seat 50 on date 8 January 2019.

Alternative Route Study

  • Urban Transit System (UTS) connecting city center with PP airport is proposed as a high priority

project.

  • Pre‐F/S for UTS was conducted with 3 alternative routes as below. (now detail design by Jica )
  • As the result of our review (interview to concerned organizations and site survey) , Alt.3 is

evaluated as the recommended route.

Alt.2: Above Existing Railway Route ■Many squatters living inside ROW along the railway. Alignment around the airport, which away from existing railway route, require many resettlement. ■Difficult to have stations along railway. Even if stations are allocated, difficult to provide feeder service due to narrow and poor access road from trunk road. Underground Section

  • EV not allowed due to aviation

regulation.

  • Rectangular area 11m @ app.300m to

be required for transition section between EV and UG.) Alt.3: Monireth Blvd.~Veng Sreng Blvd. Route (Recommended) ■No fatal negative issues ■The demand as corridor in 2014M/P is nearly similar with Alt.1 . ■Veng Sreng road, whose roadside is ongoing to develop for residential, commercial zone, etc., keep 2.5m space as medium for installing future elevated structure. ■Comparatively easy to assure the project land for all the section among the three alternatives ■UG section to be longer than the other alternatives due to passing across airplane approach route.

Alt.1: Rossian Blvd. Route ■The route was evaluated as the highest score in Pre-F/S. ■However, it is not allowed to install any elevated viaduct above the road from the viewpoint of public sentiment, security (the road use all VIP including the King when go to airport.)

Five years ahead of Cambodia hosting the 2023 SEA Games at the state-of- the-art $157 million Morodok Techo National Sports Complex on the outskirts of the capital, the Public Works and Transport Ministry has included a sky train link between Phnom Penh and the Games' main venue in its expansive plan to build an Automated Transit Gateway System (AGT) in association with Japan International Cooperation Agency (JICA). The additional line between Phnom Penh and Prek Phnov, where the stadium is located 18 kilometres away, will add to the four-line project covering various parts

These three priority projects will help to reduce the social challenges such as traffic accidents, traffic congestion problem, and the number of vehicles increasing, and economic growth. Because now day the lack of public transport requiring the government to prioritize the construction of new railway line in the city (Skye Train) and connect to the major provinces and need for additional Rolling Stock. However, the government is looking for private partners to invest in these railway projects. However, I hope that by the end of this year, Cambodians and Thais may travel by train across the border of both countries to boost economic growth and tourism of the both countries.
