 Study Purpose

– The purpose of this Class Environmental Assessment is to identify the problem and alternatives to arrive at a solution to address the situation. In this case, the deteriorated condition of the Sylvester Power’s Bridge is being evaluated. The conclusion will be either the preparation of the preliminary and detailed design for the preferred solution, or the study being reinitiated.

 Structure Description

– Three (3) span steel and timber girder bridge with a transverse laminated timber deck on steel and timber girders which are supported on timber piers and abutments. – The structure is located on Kennelly Road, approximately 1 km north of County Road 5, spans a total of 21.6m over Pettigrew’s Creek and has a total width of 6.7m. – The structure was rehabilitated in 1997 which consisted of widening the deck to install a new guiderail, sistering the timber beams, and the addition of new steel beams. – In July 2018, JLR conducted an enhanced OSIM inspection to visually assess the condition of the

  • structure. The structure was found to be in fair to poor condition.

– In October 2018, JLR conducted a Load Posting Evaluation. The evaluation identified deterioration recommended for repair and found that a load posting was not required at the time of the evaluation. – Hydraulic / hydrologic analysis has been completed for this structure

Information Centre Objectives

  • A Public Consultation Centre is held to inform the general public of

the alternative rehabilitation, replacement and closure options of the existing Sylvester Power’s Bridge

  • Obtain local residents’ input on proposed solutions to the problem.

The solutions include: rehabilitation, replacement and closure of the Sylvester Power’s Bridge

Alternative Solutions

  • Do nothing
  • Rehabilitation - Timber Deck Replacement with Abutment Improvements (25 year option)
  • Replacement – Precast Concrete Twin Box Culvert (75 year option)
  • Superstructure Replacement – Pre-Engineered Modular Bridge (25 year option)
  • This option would include the complete removal of the existing timber deck and the construction of a new

timber deck maintaining the current roadway width.

  • Rehabilitation of the existing timber piles would be included to address the deteriorated piles. New piles may

be installed to replace timber piles that could not be rehabilitated.

  • Although this option would have the least impact on the environment, the cost of the rehabilitation may be

equal to that of a replacement and extend the service life the least.

  • This alternative has been included as a basis for comparison to other alternatives.
  • This option would include the complete removal of the existing structure and the construction of a new structure

(e.g. Precast concrete box culverts) founded on new granular base.

  • This option would provide a roadway width that will meet current roadway design standards for a 2-lane roadway.
  • Environmental impact mitigation would be implemented (river stone within the culverts, slope protection on

embankments, etc.).

  • This option provides an economical replacement option and provides the maximum service life extension with the

least impact on the maintenance plan.

  • This option would include the complete removal of the existing superstructure and the installation of a pre-

engineered modular bridge on the existing timber piles.

  • This option would include some risk due to the existing substructure. There is a possibility that the

substructure would be required to be replaced following the removal of the existing superstructure, which would make this option the most expensive compared to the others. Due to this risk, this option was determined to be the least favorable.

Sylvester Power’s Bridge – Structure Replacement Option The structure replacement option generally consists of the removal of the existing deck and abutments and construction of a multi-cell concrete box culvert.  Criteria / Rationale:

  • Replacement design would be to similar dimensions and opening size of the existing

structure thereby minimizing the extent of impacts during construction.

  • Replacement structure (including traffic railing) would be designed to current Canadian

Highway Bridge Design (CHDBC) standards.

  • Roadway would be closed during construction and a detour route will be established to

re-direct traffic during construction; minor traffic delays throughout construction are expected.

  • Replacement option provides longest service life (estimated 75 years) of all structural

alternatives.

  • Reasonable construction duration (4-6 weeks).
  • Reasonable construction costs ($505,000.00).

Summary

  • The existing Sylvester Power’s Bridge is deteriorated and does not meet current code

requirements.

  • Preliminary recommended solution includes full structure replacement. This option provides a

reasonable construction duration, the optimal / reasonable construction costs, and an estimated 75 year service life.

Next Steps

Upon completion of the Public Information Centre, the following steps will be taken: – Review comments received from the Public / Agencies for consideration in finalizing the preferred solution. Alternatives for Consideration: – Closure of bridge. – Rehabilitation of bridge. – Replacement of bridge. If proceeding to replace the structure: – Finalize the design. – Prepare an Environmental Project File (EPF) documenting the planning and consultation process. – Publish the Notice of Study Completion. – Place EPF on the Public Record for 30-day review period. – Subject to a favorable public review period, proceed with detailed design and contract package preparation followed by tendering and construction in 2020 (subject to Municipal Council approval).
