1. Structured around strategic questions with specific focus 2. Working Group remitted for each question (or as many as appropriate) 3. First activity is market analysis – baseline and growth scenarios 4. Leads to Conditional Outputs – what the network should deliver. Conditional Outputs have associated value (growth enabled) 5. Indicative Train Service Specification assembled that delivers Conditional Outputs 6. Analysis undertaken to highlight interventions required to deliver ITSS 7. Benefits case for interventions based on the Conditional Outputs unlocked by each intervention 8. Strategy (case and programme for investment in interventions) based on quantified benefits
