  1. Department of Public Works South Arroyo Boulevard Street Light Conversion Project February 4, 2020

  2. HIGH VOLTAGE SERIES CIRCUITS PHASE I Department of Public Works Why are we here again? • Replacement fixture color. • Proposed new light locations from original plans. • Petition for additional lights. • Construction schedule including Public Works and Water & Power Departments. 2

  3. Typical HV Series Circuits Diagram Department of Public Works • Open loop series circuit requires 6.6 amps and variable high voltage dependent on the number of lights on system. • Since the lights are daisy-chained together, if one lamp fails, the whole circuit would go dark. 3

  4. Low Voltage Multiple Circuits Diagram Department of Public Works • 110/220 volt system that utilizes multiple circuits in parallel with separate lighting controls. • Smaller circuits equals easier troubleshooting and less affected lights when circuit is under repair. 4

  5. Safety Factor Department of Public Works  Public Safety  Due to their aged infrastructure, HV series systems experience intermittent service outages affecting entire neighborhoods.  Worker Safety  Lower voltage (120/240 volts) systems are safer to work on than high voltage (1,000 plus volts) systems.  Frequent grounding problems and lead shielded conductors are prone to electrical shorts that can yield greater risk of electrocution. Use of thermoplastic insulated conductors instead of lead shielded conductors reduces the risk. 5

  6. Reliability Factor Department of Public Works  Availability of Obsolete Equipment – Difficulty Servicing the System  Transformers are difficult to procure due to obsolescence and typically cost 10 times more than (low volt) counterparts.  Heavy duty incandescent bulbs are no longer produced and City has limited supply of replacement stock. 6

  27. SERIES CIRCUIT S-263 (Arroyo Blvd Area) PROJECT SCHEDULE Department of Public Works • End of February 2020 – Additional lighting petition forms need to be submitted. • March 2020 – Finalize design of lighting sytem. • March to September 2020 – Material procurement including arms and fixtures. • May 2020 – PWP begins utility pole replacements and installation of secondary power. • September 2020 - Public Work begins replacement of luminaire arms and fixtures, and installing new luminaires per petition. • Post project – PWP starts to remove existing high voltage (primary overhead) circuit. 27

  28. Color Temperature…What is it? Department of Public Works All lighting sources emit a range of wavelengths, which, when combined, produce the color of light perceived by the human eye. 28

  29. Color Temperature Department of Public Works Corrected Color Temperature (CCT) is a shorthand way to describe the light’s color, in terms of its apparent “warmth” or “coolness”. CCT is measured in kelvin (K). 29
