In terms of the division of television revenues between sports organizations, the following regulations are in force as of the 2013-2014 season:

  • In the Hungarian men’s professional senior 1st division, 15% of television

revenues are distributed between the teams on the basis of the total playing minutes of homegrown players under the age of 23 during senior league matches in the given season.

  • In the Hungarian men’s professional senior 2nd division, only sports
  • rganizations who field only HFF homegrown footballers during league

matches receive a share of television revenues.

Before the start of the season, HFF homegrown footballers had to be marked in the squad lists submitted by sports organizations participating in the Hungarian men’s professional senior 1st, 2nd and 3rd division. The HFF checks these lists and informs the sports organizations about the

The country is divided into “small districts” per county (3-15 small settlements). 4-8 small districts will be attached around a large settlement – the so-called sub- centres -, which will be connected to the county centres (usually county seats) with close professional connections. The Budapest Program is established based on a similar concept.

The annually repeated program starts with small-district tournaments in three age groups (U7, U9, U11). Tournaments are played on pitches of the same size and with the same rules of the game for the age group (for instance: no referees, no team winners, only individual winners (the best dribbling, tackling player, etc.). The best players of small regions will continue at the small district team tournaments, and then their national teams will compete per each sub-centre. County national teams will be established in this way and will compete in the next season within regions. The program gets to the regional national teams in this way.

  • 2008. MTK wins the Hungarian first division, mostly with home-grown former academy players

Academic system includes a special school (age-group 15-19) where students’ school, specific and qualitative sport education and accommodation together with meals and recreation are provided in a same place. A multi-layered and complex educational form is required to develop competitive sportsmen who are suited to the requirements of the present. In support of this target, a harmonized and methodical educational plan in cooperation with additional elements (nutrition and active recreation) guarantees that the goal can be achieved.

Appropriate professional work (selection-training-competition- and experts with UEFA license) Appropriate infrastructure (pitches, halls, hostels, etc.) Optimal opportunities for catering and relaxing, medical attendance, injury prevention and rehabilitation Appropriate level of education (carrier model – opportunities for higher education) Appropriate level of national and international competitions Financing, besides the own resources of the clubs, can be solved based on the a state subsidy (per capita) in the field of education and the support provided based on HFF criteria.

Furthermore, in the age-groups of 12-14 year olds (pre-academic period), the elite training of talents at clubs and in the HFF’s evolution programs must be solved. The academies of clubs must sign a contract with the sports schools having a special football curriculum and functioning in their region. Double PASS has been appointed by the Hungarian Football Federation (HFF) to undertake an independent audit of the academies of elite football clubs and second-line training centres in Hungary from the season 2013-2014. The main activity is the evaluation and support of a selected group of academies with the ‘Professional Academy Support System’ (PASS).
