How the study was conducted

  • An online survey was conducted with 827 Saskatchewan residents

– Sampling from the Angus Reid Forum, an on-line panel representative of the provincial population – The study was in field from September 15th – 17th, 2010 – The results presented have a margin of error of + 3.4, 19 times out of 20. – The data in this report has been weighted to Saskatchewan Statistics Canada 2006 Census data for age and gender.

  • A portion of the survey was also conducted online with 1,013 Canadian

respondents from the Angus Reid National Omnibus, in order to provide a national comparison.

– The Angus Reid National Omnibus is a national panel balanced to the statistical profile of the Canadian population

  • The Angus Reid Forum (ARF) is Canada’s premier national online panel

Respondents were asked about the concept of Matching Funds

For the past 36 years the provincial government has partnered with the federal government and local development NGO community in funding a program that matches funds raised at the local level with provincial funding. This combined funding is then matched on a very favorable level by the Canadian International Development Agency (Federal Government’s Agency for Foreign Aid). Therefore, every dollar a Saskatchewan resident contributes, results in $4 being spent in the field.

Summary:

Poverty has a high level of awareness, but the Matching Funds Program Concept does not

  • Of Global poverty is high, representing the #1 global issue to Saskatchewan residents
  • Of the Saskatchewan Matching Grants in Aid Program is low (16%), and the ‘knowledge base’ is

aging (awareness 33% among 65+) Saskatchewan sees the value in supporting poverty reduction, and believes a collaborative program (Matching Funds in particular) is an appealing way to contribute

  • 98% of Saskatchewanians believe there are strong benefits to global poverty reduction.
  • 72% believe the provincial government should be addressing global poverty.
  • 43% believe support should be through a cooperative approach between the Province, NGOs, and

the federal government

  • 58% support Provincial Matching Funds, only 13% do not. Similarly 51% of Canadians indicate

they would support the program concept for their own province Saskatchewan shares a sense of responsibility

  • Saskatchewanians show more interest in getting involved in global poverty related issues (40%

compared to 36% National).

  • Saskatchewanians feel it is everyone’s responsibility (60% compared to 56% national) and feel a

personal responsibility to others that are suffering (30% compared to 23% national).

  • Overwhelmingly, respondents feel that human capital is the most valuable means of aiding

developing countries (81%), which favors giving support through NGOs

  • Residents are the least supportive of direct government to government foreign aid funding (only

16% support).
