Leadership

  • Frequent Change of the departments executives (CECs & Cos)
  • The first County assembly committee members of health were illiterate

(2013‐2017) this affected the overall management of health issues in the county

  • Samburu County health bill was passes this month (March 2019) this is a

milestone

  • There is a gap on National policies reaching the lower levels (We
  • ccasionally miss to get policies and guidelines from the National level)

Management

  • No proper attention given to health‐ No pediatric personnel employed and

no newborn unit

  • Budgetary allocation is very minimal

  • During preparation of the AWP, consultations are done at all levels

but actual implementation of the budget becomes an issue

  • The AWP based on APR and PBB is done at all levels, but the problem

is the approach, the APR needs to be done first then basing on the gaps identified through the review, PBB now address those gaps

  • The Sub county are not funded, the various program officer prepares

the QIPs but mostly they are funded by health partners (Also no AIE is given to the office of the SCMOH/Health Coordinator)

  • Through the LMIS platform, the department was able to do

quantification of EMMS commodities and this has assisted in approximation of what is needed (Done through the support of partners)

  • There is improvement in child health indicators eg Immunizations,

nutrition etc (comparison of 2013/2014 and 2017/2018

Governance

  • The County has a very vibrant health stakeholders forums
  • Lobbying for the increase in budgetary allocation to the department

was done by the CHMT and health partners (Budget increased from 19 to 21% of the budget)

Recommendations

  • 1. Continued sensitization of the County leadership on the importance
  • f the sector
  • 2. Strengthen coordination of partner activities that are linked to child

health.

  • 3. Use of data for decision making, always when lobbying for resource

use of data is key

  • 4. Bridging the gap between the CHMT, Executives and the County

assembly health committees

  • 5. Frequent HRH audit against the normal staffing norms
