Sector Context - Fragmented financing

  • In Bangladesh, allocation and spending on water, sanitation, and

hygiene (WASH) is fragmented across multiple ministries.

  • Other sector actors, including local government institutions, NGOs,

development partners, as well as households are also involved in WASH financing.

  • Sector actors including WaterAid and UNICEF have been analyzing

WASH allocation in national budget.

  • However, a comprehensive picture of WASH expenditure is needed for

evidence-based, targeted planning, policymaking and programming to achieve the SDG 6 targets.

Key Actors and Dynamics

  • Policy Support Branch, LGD: initiate and provide overall steer to the

process

  • Bangladesh Bureau of Statistics (BBS): conduct primary survey; guide

primary survey integration with secondary analysis; hand over final report to LGD

  • WHO, Unicef, Water.org, WaterAid and WASH sector actors: provide

technical and financial support; WaterAid is responsible for coordinating the entire process

  • Consulting firm: conduct secondary analysis using TrackFin methodology

and incorporating the BBS Primary Survey findings and prepare the final report in consultation with key stakeholder.

Evaluation Criteria: Financial

  • The evaluation committee will determine whether the Financial

Proposals are complete (i.e. whether bidders have costed all items of the corresponding Technical Proposals).

  • The Evaluation Committee may invalidate any proposal if it is

determined that significant budgetary mistakes or omissions undermine the integrity of the proposal.

  • A total of 20 points will be allocated for the financial part.
  • The lowest Financial Proposal will be given highest score.
