Regulation (EU) No. 100/2013 in force as

  • f 1 March 2013

New mandate, EMSA :

  • Provides Member States and the European Commission with

technical and scientific assistance in the field of marine pollution caused by oil and gas installations;

  • Supports, upon request, with additional means, and in a cost-

efficient way pollution response actions in case of marine pollution caused by oil and gas installations;

  • Uses the CleanSeaNet service to monitor the extent and

environmental impact of such pollution; and

  • May provide assistance in case of marine pollution caused by ships

and oil and gas installations affecting third countries sharing a regional sea basin with the Union.

  • Complement the 2 previous Action Plans (Oil Action Plan and

  • Adaptation of the monitoring & evaluation tools (CleanSeaNet)

Vessel Class Notation The paper by EMSA with regard to Oil Recovery Vessel Class Notation was welcomed EMSA may prepare a paper about the classification requirements for vessels responding to pollution caused by HNS, to be presented at the next VUG meeting Coastal tug boats, small local ships and state owned vessels not subject to Class Notation Very challenging issue with important safety aspects MS to provide feedback. MS to check which Classification Societies are used to classify state owned units and to provide feed-back to EMSA Standardisation of Equipment Dificulties to set up standarts for equipment were recognised MS to share information and experiences via EMSA on equipment technical specs used for tenders and on the results of equipment testing. Depending on results of this initiative, a Technical Group on Equipment (TGE) might be set-up at the next VUG meeting Replacement of Equipment Maintenance is a key factor influencing the life expectancy

A working group involving some Member States will be settled to develop the exercise programme
