 Consent Management: The HealthlinkNY Web Portal has a built-in consent management tool

 Secure Messaging: A secure messaging service is incorporated into the HealthlinkNY Web

►Notifications and Alerts: Alerts will electronically notify clinicians when patients present at hospital in-patient facilities or emergency departments. The increased awareness provided by alerts during patients’ care transitions improves the quality of care and can ultimately result in fewer hospital readmissions and lower costs. HealthlinkNY Alerts are delivered via Direct Mail, a connected Electronic Health Record (EHR) as the event occurs, or via a next-day report. ►Identity Management & Security: HealthlinkNY manages secure identification authentication prior to granting providers and other individuals access to the HealthlinkNY Web Portal in order to ensure appropriate access to patient records. In addition, HealthlinkNY adheres to federal and state regulations and performs regular access audits to further safeguard patient privacy. ►Multi-Legal Entity Log-On: The HealthlinkNY Web Portal allows providers who practice at multiple legal entities to have the ability choose what LE they would like to access their patients under. Results Routing

  • Patient reports and results can be delivered from the health information

exchange (HIE) to a Participant’s HIE-connected Electronic Health Record (EHR) system in a process known as Results Delivery. When a radiology report, care plan, laboratory result or transcribed report on which a participating provider is named is sent to the HIE, the report will be delivered to the participant’s EHR system to be viewed and stored.

Consent is Key in the HIE

New York State is an Opt-in state which means patients are required to give consent in order for their records to be shared with medical staff. A patient’s medical record is automatically deposited in the HIE, but the patient controls who has access to those records through the consent process. They have three

  • ptions:

I GIVE CONSENT—Allows providers at the organization named on the consent form to access the patient’s HIE record...if they have a healthcare relationship with the patient I DENY CONSENT—Denies access to the patient’s HIE records, preventing the provider named on the form from accessing the record… EVEN in the case of an emergency ► Consent forms, consent information sheets and brochures are all available in 19 different languages on our website: www.healthlinkny.com

Emergency-Only Consent

 Default consent choice in the HIE prevents providers from accessing their data except in

specific emergency situations that require life-saving treatment where consent is unable to be obtained

 If a patient chooses not to give consent, their consent value remains in this Emergency-

Only state If a patient is visiting an organization with an Emergency Department, then they will have the following third choice: I DENY CONSENT EXCEPT IN A MEDICAL EMERGENCY—Prevents access to a patient’s record, EXCEPT in an emergency

Minor Consent

HealthlinkNY follows New York’s policy for minors and Health Information Exchanges

  • Minors under the Age of 10:
  • New York permits the exchange of information about minors below the age of ten years based on an affirmative consent form

executed by the minor’s parent or legal guardian

  • Parents or legal guardians complete the HealthlinkNY Consent Form on behalf of the minor
  • Health care providers can access the minor’s Health Information Exchange record if:
  • Parent or legal guardian has provided affirmative consent treatment relationship exists
  • A medical emergency exists and parent or legal guardian has not denied consent on behalf of the minor
  • Minors Ages 10 through 18:
  • New York prohibits the exchange of health information for children from the age of 10 until the minor reaches 18 and is

considered an adult, except in cases where treatment may be provided to the patient without informed consent, such as medical emergencies (defined in NY Public Health Law 2504(4))

  • HealthlinkNY Consent Form should not be collected for this age group
  • Emergency care providers can access the minor’s Health Information Exchange record if a medical emergency

exists

  • Once a minor turns 18:
  • Once a patient turns 18, their consent choice automatically resets in the system to the default state. A new consent form

must be collected for every patient turning 18 years of age
