Background and scope: Ngauranga to Airport

  • Joint approach to find solutions to the

challenges of the transport network in Ngauranga to Airport corridor

  • Partners: NZ Transport Agency,

Greater Wellington Regional Council, Wellington City Council

  • Agreed to work together on a

whole-of-system approach to transport and its interaction with land use, especially in the central city.

  • Working towards a preferred approach

and Implementation Plan

slide-4
SLIDE 4

1 Survey the region - what matters to people and how they move around 2 Use information to develop a set of urban design and transport principles 3 Develop and test a range of different interventions and scenarios (packages of interventions) against programme

  • bjectives and assessment criteria

4 Consult with the public on short list

  • f scenarios

5 Use the results of evaluation and public feedback to identify a preferred scenario as the basis for an implementation plan.

Guiding principles

Public engagement last year led to the development of a set of urban design and transport principles The principles are used to help to guide our decisions

slide-6
SLIDE 6

Defining the problem STRATEGY and FUNDING

What outcomes are we seeking? Liveability Economic growth and productivity Safety Resilience What problems do we face? Small number

  • f constrained

corridors Competition for limited road space Cross-directional movements create conflict Through traffic must traverse the CBD Increasing congestion and unreliable journey times Poor and declining levels

  • f service for all

modes Safety issues, especially for active modes Vulnerability to disruption from unplanned events Wellington is a great place to live, work and visit but the transport system is impacting on its liveability, and its economic growth and productivity

slide-7
SLIDE 7

Objectives agreed by project partners STRATEGY and FUNDING

A transport system that …

  • Enhances the liveability of the central city
  • Provides more efficient and reliable access for all users
  • Reduces reliance on private vehicle travel
  • Improves safety for all users
  • Is adaptable to disruptions and future uncertainty

For each of these objectives, we have developed a set of assessment criteria, which will be used to assess different scenarios

slide-8
SLIDE 8

Interventions and focus areas

  • Wide range of possible interventions
  • Interventions discussed at stakeholder workshops under 4 focus

areas:

  • Better public transport
  • Improving the State highway
  • Active transport improvements
  • Travel demand management
  • Within each focus area, levels of intervention along a spectrum:
  • do minimum (current commitments), low, medium, high
slide-9
SLIDE 9

Low

v Create more kerbside bus lanes along the “spine”: ü some mixing with general traffic ü buses have priority at some intersections v More PT use encouraged e.g. ü park & ride ü better connections for walking, cycling, catching buses to stations ü Integrated fares and ticketing for all PT

Medium

v Create continuous side or centre-running bus lanes along the “spine” ü minimal mixing with general traffic ü buses have priority at most intersections v More PT use encouraged e.g. ü More park & ride ü Better connections ü Integrated fares and ticketing for all PT v Future-proof for light rail

High

v Create continuous side or centre-running bus lanes along the “spine” ü no mixing with general traffic ü buses have priority at all intersections v More PT use encouraged e.g. ü More park & ride ü Better connections ü Integrated fares and ticketing for all PT v Future-proof for light rail

You said you want

v More public transport routes v Higher frequency, more reliable, more efficient public transport v More affordable public transport

  • Improved public transport services, infrastructure and facilities in central

Wellington

  • Improved public transport attractiveness, reliability, and journey times
  • Greater use of public transport across the region

What’s happening now

v Simpler Wellington City bus network: less bus congestion along core routes, more reliable services reach more people more often v One smart card for all buses v Bus vehicle upgrades v Ongoing rail improvements

Workshop exercise: your views

  • Fill in your individual feedback sheet:
  • Write down your immediate reaction to this focus area
  • Mark your preference
  • What information is unclear, what would help make it

easier to understand?

  • What, if anything, is missing?
  • Around the table: explain your preference and why
  • Record your preference with a post-it note on your table’s

summary sheet

  • Hand your completed individual feedback sheet to the

facilitator at the end of the exercise

slide-13
SLIDE 13

Low

v Vivian St: remove parking and create peak-time clearways to increase capacity v Basin Reserve: change road layout & operations to increase throughput no physical separation of north-south from east- west traffic

Medium

v Vivian St: remove parking to create an extra lane v Basin Reserve: physically separate east-west traffic from north- south traffic v Build a second Mt Vic Tunnel v Create extra lanes from Mt Vic to Cobham Drive + new walking, cycling and bus facilities

High

v Build a second Terrace Tunnel v Physically separate SH1 traffic at critical intersections between the Terrace Tunnel and the Basin. v Basin Reserve: physically separate east-west traffic from north-south traffic v Build a second Mt Vic Tunnel v Create extra lanes from Mt Vic to Cobham Drive + new walking, cycling and bus facilities

You said you want

v Less traffic congestion v Better access to important regional destinations e.g. such as the port, hospital, airport and CBD

  • Improve SH1 as the main route through and to the central city
  • Provide more reliable access to key destinations within the city and the southern and

eastern suburbs

What’s happening now

v Minor operational improvements

Low

v Reduce waiting for people crossing at selected intersections v Lower the speed limit on some streets in the CBD to make it safer for people who cycle and walk

Medium

v Create cycle lanes on key routes (eg. Tory St) v Reduce waiting times for people:

ü accessing the waterfront ü crossing intersections along priority walking routes (eg.along Cuba St)

v Widen footpaths at busy locations v More shared city spaces v Lower CBD speed limit

High

v Create connected cycle network – including separated cycle lanes and facilities v Reallocate traffic capacity on waterfront route for walking and cycling v Increase priority for people walking throughout the central city v Remove traffic from selected inner-city streets v Lower speed limit in CBD

You said we want

v Better connection with the harbour and waterfront v A more walkable city and a central city less dominated by cars v A greater focus on cycling infrastructure and promotion, including better safety

  • A more attractive environment for walking through the central city and to/from the

waterfront

  • Safer cycling facilities through the city on priority routes
  • Enhanced urban spaces

What’s happening now

v Laneways projects v Urban Cycle Fund developments on Cobham Drive, Evans Bay and Hutt Road

v Everything in “low”, plus: v Greater parking controls and/or charges

High

v Everything in “low” and “medium”, plus: v Charge people to: ü drive vehicles into

  • r through the

central city and/or ü use the road network at peak times

You said you want

v Less congestion v Fewer cars in the CBD

  • People drive less, travel outside peak times, share vehicles more
  • More people switch to walking, cycling, and public transport
  • Fewer private vehicles in the central city – especially during peak hours

What’s happening now

v Information, education, promotion activities aimed at: ü Changing travel behaviour ü Reducing single occupant car use – e.g. Lets Carpool Pedal Ready Bike to work Walk to work School Travel Plans Project Glow Wear

Interdependencies STRATEGY and FUNDING

  • Developing an integrated multi-modal

approach means we need to consider all of the focus areas together

  • We need to understand the

interdependencies between focus areas

  • What other work may be required?
  • What opportunities could be

unlocked?

  • What things might be hindered?
