Existing Permit For Dominion Cove

The existing permit (No. 07-DP-2642) is an authorization:

TO DISCHARGE FROM a LNG receiving terminal and regasification facility LOCATED AT 2100 Cove Point Road, Calvert County, Maryland VIA OUTFALLS 001 and 002 TO an unnamed tributary to Grays Creek and Cove Point Marsh (Use I) which are protected for water contact recreation, fishing, aquatic life and wildlife.

Existing Permit: Outfall 001 Limits

  • Discharge: an annual average of 45,000 gpd of wastewater from submerged combustion

vaporizers.

  • Monitored at a sample tap in just downstream of the treatment unit. Outfall 001 is the outlet

from the SWM pond.

Important Considerations for Reissued Permit

q Since 2012 NPDES permit:

q Eliminated one process water discharge, Outfall 002 (Air Separation Units) q Condensate water is collected and discharged to the local sewer system q Upgraded wastewater treatment process for Outfall 001 q Improved control of treatment mechanisms, like chemical addition q Allows for increased monitoring of pH and temperature q Includes interlock system to ensure pH and temperature are within acceptable

ranges prior to discharge

q Liquefaction project will not contribute wastewater to the discharge

authorized by this permit; the project design is Zero Liquid Discharge.

May 17, 2017 5

slide-23
SLIDE 23

Important Considerations for Reissued Permit

  • No increase in process wastewater discharge flows from that specified in

the current permit.

May 17, 2017 6

Flow Type Flow Rate Daily Average 45,000 gpd Design Maximum 144,000 gpd*

*10 vaporizers x 10 gpm/ vaporizer x 24 hr/d x 60 min/hr = 144,000 gpd

slide-24
SLIDE 24

Summary of Changes: Previous vs. Current Application

q Same annual average flow for the SCV process q Same characteristics of wastewater q Same treatment type for Outfall 001 q Reduction in number of process wastewaters

q Removal of process wastewater from Air Separation Units (former Outfall

002); <10,000 gpd average

q Liquefaction project will not contribute wastewater to the discharge

authorized by this permit; the project design is Zero Liquid Discharge.
