Current Situation

People sleep in cars, under bridges, doorways, trash areas, garages, bushes in parks and open space.

In 2013 TC Housed 20 people for about 11 days

In 2014 TC Housed about the same amount for 7 days

Trinity Center facility is small and is not suitable for overnight stay beyond a few days emergency

Other groups use the facility in the evening and;

It is not available long term

So, we began the search for another place.

The WC Armory because Armories are used in other cities and counties

Large enough, available, doable

Cons: close to park and downtown

Pros: close to park and downtown

I think we all agree that while not ideal, shelters serve a purpose and can be one tool in

Need Assessment

Kyle’s Story: Kyle came to us as a referral from the streets of Berkeley where he was panhandling.

Someone walked up, handed him a bus fare and said “Trinity Center has free showers, go there!” And he did. He was dirty, emotionally distressed and clearly needed help When we discovered that he was a Vet, it all made sense; we immediately referred him to the VA for services. He still needed our support so we worked with him until he was able to move into an apartment and we helped him get

  • furniture. Kyle is now on his own, living in Fairfield but he

visits regularly. We are helping him with his effort to obtain a service dog to help him with severe anxiety / PTSD

Collaboration

We know that collaboration works

 Jo Elaine contracted a bacterial infection that paralyzed her right leg

and slowly progressed to her entire right side.

 She was unable to work her 3 part time jobs.  She lost her apartment after TC could no longer subsidize her rent.  She lived in Concord Shelter for 9 months.  Volunteers cared for her cat.  TC helped her apply for and receive SSDI  We partnered with County Hospital, Concord Respite Center, Concord

Shelter, & Shelter Inc. but we stayed on the journey with her providing emotional support .

 Sadly, Jo Elaine passed away from her chronic illness in June after

having lived a year in her own room with her cat Jasper. Housing was arranged by a Trinity Center volunteer. We feel blessed to have been a part of her life.

Winter Overnight Shelter, WC Armory Dec 13 – Mar 14

 Trinity Center Members (30 – 50 max)  Daily Hours: 6:00 pm – 7:00 am  Daily Transportation to and from Trinity Center  Intake & Basic services @ Trinity Center  Storage for belongings  Partner with homeless service agencies

Challenges

 Cost of Armory - $40,000 for 3 months  Staffing & Supply costs: $44,000  Approval by September  Housing capacity: emergency, transitional, permanent

Phases:

 Phase 1 – Winter Shelter  Phase 2 – Case Management

Goal to house as many people as possible by the end of the 90 days

What Would it Look Like?

Basic Shelter - Supervised by staff and volunteers Members sign in at TC, transported to Armory, simple hot meal, bed and lights out Locked storage for belongings Members are transported to TC in the morning for breakfast, showers, laundry Dry – no alcohol/drugs Steering Committee for implementation Representative from each agency
