SLIDE 2 Who are We?
- District provides K-12 educational services at 18 elementary
schools, 5 middle schools, 1 K-8, 4 high schools, and 1 adult education school for students living in Tustin and portions of the Orange, Irvine, and Santa Ana areas of Orange County.
- Comprised of approximately:
- 24,130 Students
- The District is a learning community rich in heritage and committed
to a tradition of excellence. Our mission is to ensure that each student optimizes individual achievement through an educational system characterized by challenging and exciting curricula and inspiring personalized instruction.
SLIDE 3 Background
- Spring 2017
- District received a demand letter alleging that the
District’s at large method of election violates the California Voting Rights Act (“CVRA”)
- May 15, 2017 – Regular Board Meeting
- Board adopts resolution to:
- Initiate transition to by-trustee area election system
- State intent to seek waiver of election requirement
from State Board of Education

- The District has taken this transition to a new
election system very seriously.
- Throughout the process, the District has been, and
continues to be, committed to transparency and educating its residents with public meetings and hearings.
SLIDE 5 AB 350 Revised Transition Requirements
- Required to hold two (2) “pre-map” Public Hearings within
a 30 day span to solicit public input in advance of the creation of map options by the District’s demographer, National Demographics Corporation (“NDC”)
- Outreach efforts in advance of “Pre-Map” Public Hearings:
- Letter home to parents in multiple languages
- Newspaper advertisements
- District website
- Post notices of public hearing
