About C Community Grants – What are they?
- Distributing £2,000,000 in small grants in North Yorkshire, East Riding and Humber
region between 2016 and 2018
- The aim of the fund is to help unemployed people 18+ to progress toward
employment through access to learning opportunities
- Each successful provider can design their own project to help unemployed people
move closer to or into the job market
What type of organisation can apply ly for funding?
- Small charities or not-for-profit community organisations based in and providing
services in North Yorkshire, East Riding of Humberside area that:
- Employ less than 20 full time employees (or full time equivalents based on 30 hours); and have
an annual turnover of £1,000,000 or less per year, for three consecutive years, and
- Are not in direct receipt of direct funding from the European Social Fund (ESF), Department for
Work and Pensions (DWP) or Skills Funding Agency (SFA).
What provision can b be d delivered?
Any activity that will help an individual’s progress towards employment and improve employability skills will be considered. Examples include:
- Help with basic skills
- Taster work experience including voluntary work
- Training, advice and counselling (including money management)
- Job search assistance
- Confidence building and personal development
- First contact and engagement activities

What is LEADER

How does LEADER operate?
- The current LEADER programme operates within a more nationally consistent
framework than previously the case
- Defra set 6 policy priorities within which LEADER was to deliver a programme that met
local needs:
- Farm Productivity
- SME / Farm diversification
- Rural Tourism
- Culture & Heritage
- Rural Services
- Forestry Productivity
How we operate
- The programme is essentially capital with a minor element of revenue allowable in the
very short term
- There is a nationally-set minimum grant of £2,500
- There is a nationally-set maximum intervention rate of 40% for commercial projects
- The programme launches have varied but all approvals must be made before March
2019
- A typical LEADER programme may support around 40-60 businesses over the
programme lifetime
The different LEADER groups – how it works
- Within the nationally-set parameters, the local LEADER groups have a degree of
independence to shape their programme.
- A Local Action Group (LAG) is a body that has an interest in that particular local
- area. It can be made up of individuals, business owners, residents, groups,
networks – a wide range.
- From the LAG, a decision-making panel is elected, with representation from each of
the sectors that LEADER addresses. Private sector representation must be more than 50% on the decision-making panel and at any meeting.
- The decision-making panel helped to form the strategy (Local Development
Strategy) that secured the allocation for the programme, and can also set locally- determined maximum and minimum grant levels and intervention rates for any of the calls for projects.
- The panel also considers and makes a decision on all the project applications that
have been appraised to nationally-set standards.
The different LEADER groups – where are they?
- Specific boundaries – either the applicant will be based in a LEADER area, or their
project will be reaching beneficiaries in a LEADER area… or they won’t be.
- No overlaps – in one or another or none
- Groups’ co-ordinators are present in the room today and are the first port of call for
any queries about eligibility
