• b. Plus 15% of non-energy using scopes (like finishes and security vestibules)
• c. Qualifications/pre-approved subcontractors and vendors – target local firms

2. Scopes that are publically bid

• a. State contract or exIQC with multiple vendors competing
• b. Work to include siteworkm work at stage, abatement/re-flooring
• 3. Schedule
• a. Begin GESA/ESCo scopes in the fall of 2018 to get best pricing when contractors

are less constrained.
