  1. MINUTES OF THE WEST TAWAKONI PRESENTATION & SPECIAL SESSION AND REGULAR SESSION CITY HALL DECEMBER 10, 2019 PRESENTATION 6:00 PM 1. Hear presentation on Hunt County Hazard Mitigation plan. Alana Payne Alana Payne presented a power point presentation on the Hunt County Mitigation Plan. SPECIAL MEETING 6:45 PM 1. Swearing-in newly elected councilmember Kevin Featherston Council Seat Place. Judge Hershey Barnett swore in Kevin Featherston as City Council Place 1 at 6:45 pm. Council Member Milburn was absent. Mayor and all other council members were present for the swearing in. 2. Adjourn. Council Member Kattner made a motion to adjourn special session. Council Member Burkett seconded the motion. Special Session Meeting was adjourned at 6:47 p.m. REGULAR SESSION 1. Call to order Meeting was called to order at 7:00 pm by Mayor Shoemake. Council Present: Alan Shoemake - Mayor Kevin Featherston - Place 1 Linda Kattner - Place 2 Mayor Pro Tem Rhonda McKeehan - Place 3 Chris Burkett Place 5 Council Absent: Donna Milburn - Place 4 1

Mayor Pro Tem Linda Kattner gave the invocation. 3. Pledge of Allegiance Led by all. 4. Announcements. None 5. Citizen Input – (Related to Agenda Items) Jarred Calkins thanked the Mayor for putting the renaming of Water Line Road on the Agenda. 6. Consent Agenda a. Approval of Minutes (November 12, 2019) b. Approve Bills Paid and Those to be Paid c. Approve of Financial Reports (Month of November 2019) d. Court Report (November 2019) e. FTA Report – (November 2019) f. Public Works Work Order Report (Completed & Outstanding 2019) g. Police Department Reports - ( Month of November 2019) h. Public Works field/Plant Reports (Month of November 2019) i. KWTB Minutes – (October 2019) j. EDC Minutes – None to Approve k. Code Compliance Report – (November 2019) Action Taken: Councilor McKeehan made a motion to approve the Consent Agenda. Councilor Featherston seconded the motion. Motion passed. Council Member Milburn not present for vote. 2

  3. Minutes of West Tawakoni Presentation & Special Meeting &Regular Session City Council Meeting 6:00 pm., December 10, 2019 7. Old Business: a. Discussion &/or Take Action to Appoint Mayor Pro-tem. Action Taken: Councilor McKeehan made motion to appoint Council Member Milburn as Mayor Pro-Tem. Motion died for lack of second. Councilor Burkett made a motion to appoint Council Member Kattner as Mayor Pro-Tem. Councilor McKeehan seconded the motion. Council Member Kattner said she would be happy to continue as Mayor Pro-Tem. All present voting for. Motion passed. 8. New Business: a. Consider &/or Action to rename or dedicate Water Line Rd. to Blaylock Rd. Action Taken: Attorney Jim McLeroy said he is not sure but we might need to contact NTCOG and find out if that something we need to do by Resolution. Councilor Featherston made a motion to rename Water Line Rd to Blaylock Lane not Blaylock Rd. Councilor Kattner seconded the motion. All present voted for. Motion passed. b. Discussion &/or Action to hear customers request for re-doing sewer tap for 313 Lakeside Dr. and not charging for the additional fee for doing another tap. Action Taken: Terry Deskin has a new build at 313 Lakeside Drive and is requesting our public works department re-do the sewer tap and not charge to him. Councilor McKeehan made a motion leave sewer tap where it is. Councilor Kattner seconded the motion. All council members present voting to leave sewer tap where it is. Motion passed. 9. Citizens Input – 3 Minute Limit (Related to non-Agenda Items) Jarred Calkins asked the City Council to reconsider using The Herald Banner as the cities official newspaper and The Wills Point Chronicle to be the alternate official newspaper for publication requirements. Lane Martin thanked the council for renaming Water Line Rd to Blaylock Rd. 3

Minutes of West Tawakoni Presentation &Special & Regular Session City Council Meeting 6:00 pm., December 10, 2019 Leon Myers said several weeks ago a foundation was installed on a lot on Rabbit Cove Road and Manufactured home moved in without any approval. Kathie Majors with KWTB said they have new calendars for the year. Robin Myers congratulated the 3 new council members and wished them well. She also wanted everyone to know due to the young man in Quinlan being killed the Christmas in the park will be delayed until Sunday the 15 th at 6:00 pm. Councilor Kattner congratulated Leon Myers for being the Volunteer of the Year. Councilor Burkett said Saturday we will have a Candle light vigil and everyone is welcome. Tiffany Mazon from 1346 Grove Drive had a request for the property at 1400 Grove to be condemned. The house has been vacant and squatters are off and on living in there. They have fires that are left unattended at this property and no utilities are on. Very unsafe would like for something to be done. 10. Adjourn. Councilor Kattner made a motion to adjourn. Councilor Featherston seconded the motion. Motion passed.
