  1. DECEMBER 17, 2015 Melissa ISD Campus Capacity Study

  2. AGENDA MISD Facility Visioning Questions Enrollment / Capacity Analysis MRI / MMS Task Force Comments Recommended Option for Discussion Appendix

  3. Intent of Study • This study is an analysis of capacity vs projected enrollment only and includes Early Education through 12 th grade. • It does not include the MISD Administration building or other programs located at off campus locations (bus barn, etc). • MISD may want to pursue a more comprehensive study to include all ISD programs and facilities in order to make sure the best solution is considered / implemented. • MISD may have the option to divest or re-purpose existing facilities as they become costly to maintain and/or the program is better located at a different facility. • MISD will need to develop an interim/short-term plan to accommodate the needs prior to new facilities opening.

  4. MISD Facility Visioning Questions • General Questions: • What is the “classroom of the future” for each school (elementary, intermediate, middle, high)? • What are some characteristics that would maximize the student experience and potential? • What are some characteristics that would diminish the student experience and potential? • What facilities/campuses need improvements regardless of enrollment / capacity issues? • Is there a desire to maintain an enrollment maximum cap at each campus? • What is the condition and long range plan of the off-campus building(s)? • Is there value to relocating MISD Administration on one of the campuses? • What other programs are located off-campus (Special Education at Bus Barn, other?)

  5. MISD Facility Visioning Questions • HME • Did the original plan of HME have a “future expansion phase” already designed? • Is the design of HME something that should be copied for future elementary schools? • How does HME’s classrooms/layout compare to the “classroom of the future” for elementary school grades? • MRI & MMS • What is the condition of the infrastructure of the MRI & MMS buildings? • What are the deferred maintenance issues with the campus? • How does MRI and MMS’s classrooms/layout compare to the “classroom of the future” for intermediate/middle school grades? • MHS • Did the original plan of MHS have a “future expansion phase” already designed? • How does MHS’s classrooms/layout compare to the “classroom of the future” for high school grades? How does it compare to middle school grades?

  6. Enrollment / Capacity Assumes existing grades remain at each campus • Harry McKillop Elementary • Key Stats: • Year Built: 2009 (verify) Currently provides EE through 3 rd Grade • • 2015 Enrollment: 714 • Potential Capacity: 788 • Melissa Ridge Intermediate • Key Stats: • Year Built: _____ (verify) Currently provides 4 th through 6 th Grade • • 2015 Enrollment: 476 • Potential Capacity: 510

  7. Enrollment / Capacity Assumes existing grades remain at each campus • Melissa Middle School • Key Stats: • Year Built: ____ (verify) Currently provides 7 th through 8 th Grade • • 2015 Enrollment: 329 • Potential Capacity: 645 • Melissa High School • Key Stats: • Year Built: 2007 (verify) Currently provides 9 th through 12 th Grade • • 2015 Enrollment: 591 • Potential Capacity: 787

  8. Overall MISD Enrollment / Capacity • According to the capacity and enrollment data received, MISD has approximately 620 desks vacant (excess (2,203) capacity) in 2015 • By 2020, MISD will be short 613 desks (613) for students +620 • By 2025, MISD will be short 2,203 desks for students

  9. MRI & MMS Task Force Comments • Campus Improvement Ideas: • Campus Security • Security Presence / Identity • Building Entrance / Lobby / Campus Identity • Campus Exterior Lighting • Campus Connectivity (internal vs exterior awnings) • Improved playgrounds • Consolidated (MRI/MMS) entrance to Cardinal Drive • Additional bathrooms • Library • Music Department • Landscaping / Grounds Improvements • Separate bus pick-up/street access • Storage • Student Storage / Lockers

  10. Preliminary Options for Discussion Options not mutually exclusive…may choose elements from each option to form recommended option Option One Option Two Option Three Option Four • • • • Elementary School HME (EE – 4 th ) HME (EE – 2 nd ) HME (EE – 4 th ) HME (EE – 2 nd ) • • New Elementary MRI/MMS (EE – (EE – 4 th ) 4 th ) MRI/MMS (5 th – 6 th ) MRI/MMS (3 rd – 4 th ) MHS (5 th – 6 th ) MHS (3 rd – 5 th ) • • • • Intermediate School MHS (7 th – 8 th ) MHS (5 th – 8 th ) • • • • Middle School New Middle School New Middle School at New High School at New High School Campus (7 th – 8 th ) Campus (6t h – 8 th ) High School • • • • New High School New High School New High School New High School (9 th – 12 th ) (9 th – 12 th ) (9 th – 12 th ) (9 th – 12 th )

  11. Option One: Plan for 2020 – RECOMMENDED PLAN • Campus Improvement Ideas: • HME Grades: Early Education (EE) through 4 th Grade • • No action required • New Elementary School Grades: Early Education (EE) through 4 th Grade • • New Construction – estimated 900 student campus (sized for 2025 projected enrollment) • MRI / MMS Grades: 5 th through 6 th Grade • • Consider Task Force List of Improvements (existing capacity may adjust to accommodate improvements) • MHS Grades: 7 th through 8 th • • Utilize recent sports facility upgrades for middle school athletics • No action required • New High School Grades: 9 th through 12 th Grade • • New Construction – estimated 2,000 student campus

  12. Option One: Plan for 2025 – RECOMMENDED PLAN • Campus Improvement Ideas: • HME Grades: Early Education (EE) through 4 th Grade • • No action required • New Elementary School Grades: Early Education (EE) through 4 th Grade • • No action required • MRI / MMS Grades: 5 th through 6 th Grade • • No action required • MHS Grades: 7 th through 8 th • • Expansion of capacity by 113 • New High School Grades: 9 th through 12 th Grade • • No action required What excess capacity should be planned for?

  13. Campus Improvement Concepts • The following improvement concepts are for discussion purposes only. • These concept sketches are not recommendations, each campus needs to be further studied including but not limited to the following: • Utility locations and capacities; • Engineering / infrastructure condition; • Building/architecture condition; • Hazardous material inspection (asbestos, etc); • Review of existing layout; • Other campus specific needs; and • Long-term vision of each campus.

  14. HME Concept for Discussion • Campus Improvement Ideas: • HME has a natural expansion zone to the north of the existing 3 rd grade hallway, across from the gym. • This expansion zone would likely max-out the campus as the support areas (cafeteria, gym, etc) will begin to be undersized.

  15. MRI & MMS Concepts for Discussion • Campus Improvement Ideas: • Potential program of expansion zone (shown as red and tan buildings on diagrams) • Expansion needs will need to be defined and • New Lobby further investigation required to determine the appropriate size, location of any recommended • On Site Campus Security activity on the existing campus • Cameras • Potential additions between Competition Gym • Lockers and MRI and MMS • Library • Consolidated Main Entrance for both MRI and • Music Department MMS from Cardinal Drive • Internal connectivity of campus • Concept should be further developed once a • Improved playgrounds (shown as basketball long-range vision for the campus is defined (ie. MRI/MMS campus will be utilized as a 5 th and 6 th courts) grade campus). • Potential additional classrooms • Special Education • Opportunities to bring off-campus programs to campus
