Project Location and Purpose

East John Street-Old Monroe Road

STIP Project No. U-4714

  • Project traverses Matthews, Stallings,

and Indian Trail

  • Purpose is to improve pedestrian and

bicycle accommodations along corridor, reduce congestion and improve traffic safety

  • 6.5 mile widening
  • Estimated cost $87.5 million

Project History

East John Street-Old Monroe Road

The project is needed because congestion is getting worse, the roadway exceeds capacity, turning vehicles block traffic flow, and sidewalks lack connectivity.

  • Extensive public involvement and collaboration with local officials over a 4 year period
  • Various alternatives examined
  • Public input considered at each stage of the planning process
  • Environmental Assessment (EA) was prepared to evaluate the environmental effects of the

project

  • EA approved by NCDOT and FHWA in July of 2016
  • A Public Hearing on the preliminary design and EA was held October 11, 2016

  • Approximately 100 comments were received
  • Majority favor roadway widening
  • Concerns about the Superstreet design
  • Officials from the Town of Matthews also expressed concern over

preliminary design and its impacts to the community character

DESIGN CHANGES WEST OF I-485

  • Reduced median width
  • Reduced travel lane width
  • Centered widening
  • Removed planting strip on south side
  • Removed three (3) U-turn bulbs (loons)
  • Added two (2) full movement traffic signals
  • Added U-turn/left turn near BB&T
  • Added left turn into Park Square Place
  • Removed U-turn at Trade St./John St.

Since the Public Hearing

  • Design changes and narrower cross section reduce impacts to properties, homes,

and businesses

  • Full movement intersections designed with full pedestrian accommodations

including crosswalks, curb ramps, and truncated dome/color landing pads

  • Reduced pedestrian crossing distance
  • Maintained sufficient pedestrian refuge in median
  • Multi-use path beginning at Cotton Gin Alley on the north side
  • The Town of Matthews and NCDOT will work with Charlotte Mecklenburg Schools

(CMS) to find acceptable bus routes
