  1. London Borough of Tower Hamlets European Social Fund Community Employment Programme 2014-2020 Application Deadline: 12 noon 5 th July 2019

  2. Tower Hamlets Community Grants Match funded by the London Borough of Tower Hamlets and the European Social Fund (ESF) Total funding available £720,000. Up to 36 projects will be funded. Grants will be for up to £20,000 for each project Projects will run for up to 12 months starting 2 September 2019. Projects that run for less than 12 months will still be required to achieve the grant output and results targets.

  3. Who can apply? • Projects improving the employability of out of work residents of Tower Hamlets who are long term unemployed (25%) and economically inactive (75%) • Community organisations • Must have access to premises to deliver the project in the borough • Must have been constituted to work in the borough before 1 August 2016 • Income of less than £150,000, or £250,000 if your organisation works exclusively with people with disabilities in the 2018/2019 financial year

  4. Providers must have Experience of delivering successful An understanding of local needs: employment support in Tower What skills do local employers need? Hamlets or a similar local authority What do residents of the borough area need? Links with employers and other service providers in the borough (e.g. A commitment to work in partnership Council services, other community with Work Path throughout the organisations) to support participants project progression into further education, training and employment.

  5. Priority groups All participants must be aged over 25 and residents of Tower Hamlets when they enrol. Economically Lone parents, Lone fathers People with a disability People with health Inactive Women - particularly those a learning disability or issues, particularly particularly Somali living in temporary learning difficulty mental health and Bangladeshi accommodation issues women, due to parental (pre-school children) and/or caring responsibilities Residents who are Residents Ex-offenders 50+ years old negatively impacted by the benefit cap

  6. People who are economically inactive have not been Employment seeking work within the last 4 weeks and are unable to start work immediately. status Economically They also face barriers which may include: inactive (EI) o Caring responsibilities o Parents of young children o People with disabilities o Long term health conditions o Mental health conditions o Substance and/or alcohol addiction or in recovery o Homelessness o Offenders or ex-offenders All participants must be out of work when they enrol People who are long-term unemployed are immediately and either economically Long-term available for and actively looking for work. inactive (75%) or long term unemployed (LTU) unemployed (25%) They must have been unemployed continuously for 12 months or more. If they have had any paid work in the past 12 months, they are not LTU.

  7. Any activity that will help residents progress towards employment and improve employability skills will be considered, including: Personal Accredited or non development and accredited training support Activities the Advice and Community careers Basic skills training counselling Grant will Fund Work experience/ Job search volunteering

  8. Programme output and result targets Target Output Target Description 4 long-term unemployed participants enrolled onto the project 12 economically inactive participants enrolled onto the project 16 participants enrolled on the project (Minimum total) participants receiving 6+ hours of support (IAG, job-search, mentoring, 16 training) participants supported towards achieving a Level 2 (or below *) qualification 10 Target Result Target Description 6 participants progressing into further education or training** 1 long-term unemployed participants progress into employment *** 5 economically inactive participants progress into job search/employment *** 1 Number of participants in sustained employment for 26 out of 32 weeks. Maximum funding available £20,000

  9. The grant will be paid in four instalments of 25%: • Advance (25%) – paid to grant recipients when they sign a grant agreement (subject to conditions of grant) How the • Payment 2 (25%) – paid when recipients grant will submit evidence they have spend their advance of 25% be paid • Payment 3 (25%) – paid when recipients submit evidence they have spent 50% of grant amount • Payment 4 (25%) – paid when recipients submit evidence they have spent 100% of the money they applied for
