FDOT is unique in that the agency works and coordinates with the Federal Highway Administration on numerous projects. The Department works from a 5 year work plan and all projects must be on the State Highway System or a Federal Aid Eligible roadway. Each DOT District works closely with the Metropolitan Transportation Planning Councils (MPO) around the state to develop the lists of projects to be done in the next five years, and further out. Districts also meet annually with planners form smaller counties to aid in project development and when funds become available these projects are completed in the order established by the county. The best way for Counties to make the Department aware of their needs, is to include FDOT in their Local Mitigation Strategy (LMS) group meetings.

The FHWA ER program provides funds from the Highway Trust Fund for the repair or reconstruction of Federal-aid highways and of roads

  • n Federal lands that suffered serious damage from natural disasters
  • r catastrophic failures from external causes. ER funding supplements

resources from States, localities and other Federal agencies to help in the repair of facilities damaged by eligible events. FHWA classifies some improvements as betterments – and may be included in ER project funding. Betterments:

  • Raising roadway grade
  • Installing Riprap
  • Adding scour protection at bridges
  • Lengthening or raising bridges to increase water opening
slide-10
SLIDE 10

The bridge was significantly damaged as a result of storm surge. The original bridge was 2 lanes each direction with no shoulder space (brake-down lane).

slide-11

The new bridge was reconstructed with 3 lanes each direction and shoulder

  • space. The base bridge deck height was elevated by 12 feet

Ten box culverts will be constructed under I-10 in various locations from just west of U.S. 41 (Exit 301) to west of County Road 250 (10 miles). The purpose of these improvements is to reduce the possibility of flooding during major storms (such as Tropical Storm Debby in June 2012 which closed I-10 for an extended period). Along with the addition of these drainage structures, the elevation of the roadway will also be raised approximately 1-foot in some locations.
