  1. Introduction Today’s event is the second public engagement on the proposals for delivery of new homes at 54 St Helens Gardens . Following the consultation that took place last year, we have taken on board your comments and feedback and also had further discussions with local residents and key stakeholders. The architects have prepared designs to enable a planning application to be submitted to progress the delivery of new homes. Aims of today: To show you the plans that have been prepared and how we have considered your comments from the previous event. We are happy to engage further with adjoining residents and key stakeholders who may wish to discuss particular points on refining the design.

  2. Stage One Sites The Council’s New Homes Programme aims to deliver 600 new homes in the borough, including 300 council homes to rent. It is proposed that a mix of different types of homes are built including council homes and open market homes to rent over a number of stages. Grant funding has been secured from the Mayor’s office to assist with the delivery of council homes to rent across the programme. The location of the four ‘Stage One’ sites that have been announced, including 54 St Helens Gardens is shown below.

  3. 54 St Helens Gardens New Homes Design The design of the new homes at this site will incorporate the following features that you told us were important to you. • Traditional materials and design have been incorporated to respect the neighbouring buildings in this conservation area. • Retaining the London plane tree at the front of the property. • Building frontage line respecting neighbouring buildings. • Improvement to adjoining side accesses (52 & 56 St Helens Gardens). • Outdoor space- a shared residents garden area. • Accessibility- main residential entrance with lift access to all floors. • Internal storage space. • Secure cycle storage. • Open plan living. • Sprinkler system throughout the building.

Tenure and mix of building • The proposal includes 1 and 2 bedroom homes, with a total of 9 homes. • The tenure will be a mix of affordable and market rent. • The design of the units would be tenure blind. Building Design • The proposed front elevation respects the building line of neighbouring buildings to either side. • The proposal does not include a basement. • The ground floor units are designed to be for wheelchair users. • The height and positioning of the building is shown on the consultation boards. • Secure cycle parking is provided on site. • Rights of light assessment has been undertaken. • The Council aims to deliver good quality, sustainable homes. • The design has taken account of neighbouring properties, and this has been reflected in the proposals. • Sustainability is a key criteria for the proposal. The energy strategy uses renewable technology to help achieve this. • The existing building does not make efficient use of the space. • The proposed design includes pitched roof, dormers and red brick. • Each home meets the space standard of the London Housing Design Guide. • The existing building is dated and does not provide suitable accommodation or the number of homes that optimises the use of the site.

  9. 54 St Helens Gardens Tree • The proposals retain the large London plane tree at the front of the property. New homes/Tenure • The homes will be made available for rent, not for sale. • Intermediate rent policy is currently being reviewed by the Council. • The Council is currently examining the potential for a keyworker policy which could be adopted for future stages of the New Homes Programme. • The affordable homes to rent would be let on tenancies that protect tenants’ rights. Programme delivery • The Council's new homes programme aims to deliver 600 homes, a minimum of 300 will be Council homes to rent and these will be funded by the open market rent homes and GLA grant. • The Council will be building these homes through procuring experienced contractors and designers rather than through a third party developer. • The designs produced will ensure that health and safety requirements are prioritised. • The proposal seeks to optimise the use of the site, within the context of appropriate constraints including protecting mature London plane tree to the front, and respecting neighbouring properties. • The timescales for this site are available on the consultation boards. The Council aims to commence construction on this site by the end of 2020. • The suggestions for other new homes sites are being assessed.

  10. Sustainability The Council aims to build new homes that are of good quality and sustainable to meet the challenges of climate change and the Council’s objective is to achieve net zero carbon targets for the Council’s operations by 2030 and for the borough to be carbon neutral by 2040. The ‘Stage One’ sites in the New Homes Programme will aim to progress meeting these objectives. Examples of how this can be achieved at 54 St Helens Gardens are: • Improved insulation to the building envelope. • Heating and hot water systems which utilise renewable energy. • Careful selection of building materials and construction methodology.

  11. Delivery of New Homes The Council will build the new homes using experienced contractors. The contractors will be required to make use of local labour and provide local apprenticeships. Construction management plan will be put in place to ensure that deliveries and work on site minimises disruption to residents. A ‘Clerk of Works’ and a resident liaison officer will be engaged to monitor work and provide a point of contact.

  12. Planning Process Please post your thoughts here… The plans you have seen today will be refined prior to submission of the planning application. We aim to submit planning following this event. During the statutory planning consultation process there will be a further opportunity to provide any comments on the application and proposals, through the Council’s planning team/portal.
