Report of the President 2015 Code-Compliance Violators  Background  Many (> 10) neighbors had complained about lot F-10 up-keep  Neighbors worked with Jubilee- Reach as a community-service -day requested by lot F-10 to trim, clean, weed & mow. March 2015 F-10  Issue Community Service Day  Unlicensed/Junk cars were to be removed and F-10 owner would Hearing date is set for removing junk receive $500/car, but owner refused after multiple conversations offering cars from Lot F-10 additional incentives. 10AM Wed Feb 17, 2016  Junk cars are a City of Bellevue Code Bellevue City Hall (450 110 th Av NE) Violation Neighbors are urged to attend and may  CoB Code Compliance has contacted comment Lot F-10 ~ 8 times between March- Dec 2015 on removing junk cars but FAILURE TO COMPLY WITH THIS REQUEST FOR VOLUNTARY owner has refused COMPLIANCE MAY RESULT IN THE ISSUANCE OF A CIVIL VIOLATION NOTICE PURSUANT TO BCC 1.18.040, WHICH BY ISSUANCE SETS A DATE FOR YOU TO APPEAR BEFORE THE CITY’S HEARING EXAMINER AND CARRIES POSSIBLE Code violations: LUC 20.20.470 & 20.20.590.K.1 MONETARY PENALTIES OF UP TO $500.00 FOR EACH DAY THE VIOLATION(S) CONTINUE TO EXIST. See BCC 1.18.040(E).

  14. 2015 Annual Meeting Presidents Report Results re-cap Amendment Status re-cap We received 38 votes …but we needed 45… so the amendments did not pass The board has spoken-to/us- mailed/emailed everyone on our list  Changing declarations requires a majority vote (notarized) of all lot owners  Based on 2015 Annual meeting results --- we assumed 45 votes was achievable  Voting Breakdown  38 = Yes. Notarized Votes Received  10 = No (felt amendments were too restrictive)  11 = Would review and sign but did not after multiple contacts  27 = Would not commit after multiple contacts  3 = New neighbors, did not sign

Presidents Report Legal Fees = Over budget  We engaged with a lawyer to draft the amendments  From our lawyer: “ If my work is limited to preparing the amendment documents based on the measures voted on at the annual meeting and advising the Board on the procedure, then I think it could be done around the $2000 budget or slightly more, but it would be tight. "  We were billed for $3450  Lawyer said he underestimated the work  We negotiated this down to $2400 as falling within the definition of “slightly more” than $2000

  16. Presidents Report Swim Club Lease Preview  Existing lease expires March 31, 2017  Plan is to continue leasing the land to Norwood Swim Club. Discussions will start this year on new lease.  Rent = $400/year (2007) + 3%/year increase  Taxes/improvements = Paid by Swim Club  Parking = City of Bellevue will continue to provide gravel for parking lot. We will discuss adding parking lot signage (e.g no overnight parking,etc) w/ Swim Club
