Objective of the ICS2 Transition Plan and Strategy

▪ Release 1 will implement the postal business model and air express PLACI process

▪ Volume: 65M ENS filings/year for Postal and 53,5M ENS filings/year for air express = 118,5M filings for Release 1 ▪ Postal: 65M => 650M of items (source: IPC and PostEurope – nov 2017)

▪ Added value to the security and safety of goods traffic by Air by:

➢ Starting capacity to analyse and identify high security risks in air transport (Yemen case – 'bomb in a box') ➢ Provision of collection of the ENS data for postal and small consignments of value of less than €22 will plug the existing ICS gaps (exemptions) ➢ providing capability to better identify security and safety risks from goods moving through Postal supply chains.

Postal pre-loading process for Release 1

  • At pre-loading:
  • Sends the postal items (F43) filings to the MS of destination
  • MS of destination carry out the 'air cargo security' and the 'security & safety risk'

analysis and sends a message back to the operator (worst case: 'do not load';

  • ther: request for more information or HRCM screening)
  • Only MS refered in ENS PLACI filings will act as an IMS
  • Postal operator sends the receptacle data (F44 filing) to the MS of destination

  • Release 3 will complete the UCC ENS legal requirements in the

maritime, road and rail transport sector and close the existing gaps and weaknesses of the ICS. Example for the Maritime below.

Existing ICS gaps and weaknesses in Maritime, Road and Rail

  • Around 60% of ENS in the current ICS contain inadequate information for a proper

security and safety risk analysis (e.g. on average in each 12.000-container vessel, the EU COFE cannot properly assess security and safety risks efficiently for 7.200 containers).

  • Similar proportion of inadequate quality of data is applicable also to road and rail
