DEPARTMENT OF ROSPRIRODNADZOR FOR THE NWFD Year 2017 has been announced the Year of Ecology in Russia Marine litter problem represents one of the global ecological problems caused by imperfection of waste management systems and low environmental competence of population. Improvement of waste management system in Russia aimed to prevent the negative impact on the environment, including the marine environment, is a key topic of the Year of Ecology. The issues we discuss today are extremely topical.

  3. DEPARTMENT OF ROSPRIRODNADZOR FOR THE NWFD Land based sources are considered in Russia to be basic contributors to the marine environment littering. The largest volume of litter (80%) reaches the marine environment via rivers and canals. Besides, significant contributors to the marine environment littering are recreation zones in coastal areas, public beaches and ports. Major actions carried out in Russia to prevent the marine environment littering are the following:  Cleaning river banks, and floating litter collection in water areas within the city borders,  Floating litter collection in water areas of ports,  Maintenance of beaches and other objects of coastal recreational infrastructure. All these measures are carried out with participation of federal and regional authorities, municipalities and the private sector.

DEPARTMENT OF ROSPRIRODNADZOR FOR THE NWFD Actions on the federal level Implementation of the Federal target program “Water of Russia” which includes the necessity of water resources conservation, including litter removal in water areas and coastal zones. In 2016 in Russia:  Coasts of 5075 water bodies have been cleaned;  22 000 tons of litter are collected and utilized;  1030655 people participated in the actions

DEPARTMENT OF ROSPRIRODNADZOR FOR THE NWFD Actions on the regional level Cleaning water areas in St. Petersburg is carried out all the year round.  In winter-from ice manually, twice a month  In summer on navigable rivers and canals by specialized equipment, 4 times a month, on average 3100 m3 of floating litter were collected in water areas in 2016. 133 m3 of floating litter were collected in water areas of the St. Petersburg port.

  6. DEPARTMENT OF ROSPRIRODNADZOR FOR THE NWFD Public action “Clean coasts and banks” In 6 subjects of NWFD which belong to the Baltic Sea basin 13 000 people participated in the cleaning of the coastal zone:  150 tons of litter have been collected and utilized;  The area of 21 sq. km has been cleaned  The coasts and banks of 100 water bodies in 6 subjects of NWFD – St. Petersburg, Leningrad region, Republic of Karelia, Kaliningrad, Novgorod and Pskov regions have been cleaned.

DEPARTMENT OF ROSPRIRODNADZOR FOR THE NWFD Recommendations developed by the Marine Litter “round table” will be considered in future work: More involvement of the RF subjects in work on federal water bodies maintenance, particularly in cleaning the coastal water areas and coastal lines. Litter monitoring during the sea coast cleaning by the methods used in HELCOM. PL15 establishes an exchange platform for spreading experience on good cleaning practices and technologies. We are considering organization of special meeting on littering abatement in the frame of the annual International Forum “Ecology of big city” in St. Petersburg with the participation of the Baltic countries municipalities.
