Background  SAFETEA-LU MANDATE – IDOT must develop a statewide planning process that meets FTA requirements for 5310, 5316 (JARC), 5317 (New Freedom) formula programs.  Projects must be derived from a locally-developed, coordinated public transit human services transportation plan  Projects must be developed through a process that includes representatives from the public, private and nonprofit transportation and human service providers and participation by the public HSTP - Region 8 2

  3. I DOT’s Role and Responsibilities New initiative to approach transit planning and coordination for  rural and small-urbanized downstate areas from a regional perspective. In the fall of 2006, the Illinois Department of Transportation -  Division of Public and Intermodal Transportation defined 11 regional areas. The Illinois Department of Transportation (IDOT) and Illinois  Association of Regional Councils (ILARC) formed a partnership under which the state association’s member regional planning commissions, including the CCRPC, will contract to house Regional Human Services Transportation Coordinators. IDOT placed five (5) full-time equivalent regional coordinators,  based on ILARC recommendations. HSTP - Region 8 3

Champaign County Regional Planning Commission (CCRPC)  CCRPC was selected by IDOT/ILARC to house a regional coordinator to develop the HSTP for Regions 6 and 8.  The locally-based coordinators assist the State in pursuing a unified, locally derived comprehensive strategy for the delivery of public and specialized transportation services, in the form of a Human Services Transportation Plan (HSTP).  Champaign County is part of an eighteen-county region that includes counties from Region 6 and Region 8.   6. What is HSTP? A unified, comprehensive strategy for public transportation delivery of services that:  Identifies the transportation needs of persons with disabilities, older adults, and persons with limited incomes  Lays out strategies for meeting these needs  Prioritizes the services HSTP - Region 8 6

  7. What will the HSTP do?  Increase service coverage area  Minimize duplication of services  Incorporate activities offered under other programs by federal, state and local agencies HSTP - Region 8 7

  8. Why Coordinate? Reduces per trip cost  – shared overhead resources – operational efficiency – high productivity – bulk purchase of insurance More effective maintenance through use of centralized and specialized  maintenance capabilities Improved quality of service  – better standards for training – vehicle requirements and maintenance of vehicles – improved ways of connecting customers and service Improved financial tracking with better technology  Reduces fraud  HSTP - Region 8 8

I nventory of Services  In-depth survey that requests information on a provider’s ridership, revenues and expenses, existing coordination efforts, etc…  Use of the survey will be strongly encouraged to ensure that information collected for each plan is consistent on a statewide level HSTP - Region 8 10

Needs Assessment & Gap Analysis  Input from Regional Transportation Committee (RTC)  Demographic profile of counties within the region (with emphasis on disabled, older persons, low income and other non-driving populations)  Points of interest within the region and across regional boundary lines that generate a demand for services HSTP - Region 8 11

  12. Defining Strategies  How do we meet needs and gaps in service?  Can we coordinate?  Can we identify new projects?  Are the projects feasible? HSTP - Region 8 12

  13. Regional Program of Projects (RPOP)  What is it? – A list of current and proposed projects that is updated every 2 years  What needs to be identified? – Total dollar amounts for the project – Local match – Population that the project is serving HSTP - Region 8 13

  14. Roles  Region – Prioritize projects in accordance with the Regional Program of Projects (RPOP)  State – Select projects and certify that they are derived from the coordinated plan HSTP - Region 8 14

Job Access Reverse Commute (JARC) & New Freedom  Included in HSTP  Must be competitively selected at the statewide level  Funding may be used for capital, operating, planning* , or mobility management projects that meet the program goals and respond to one of the strategies identified in the HSTP * Planning funds are only available for JARC projects HSTP - Region 8 15

JARC (5316)  Provides funding for access to employment centers for low income individuals as well as reverse commute services.  Examples of Project Types – Rural Areas – Establishing regional mobility managers or transportation brokerage activities – Late-night weekend service – Demand-response van service HSTP - Region 8 16

New Freedom (5317)  Provides funding for NEW EW public transportation services and/or alternatives to public transportation service beyond what is required by the Americans with Disabilities Act (ADA)  Examples of Project Types – Rural Areas – Supporting new volunteer driver and aide programs – Escorted transportation or ‘door-through-door’ service – Accessible pedestrian infrastructure at bus and rail stations HSTP - Region 8 17

Application Process  What’s Involved – Pre-Application Meeting (TBA) – Application Solicitation “Call for Projects” – Regional Application Review and Ranking – Statewide Evaluation and Ranking – Statewide Program of Projects Developed/Approved – Awards Announced – Program Submitted for Inclusion in S-TIP – Projects Submitted to FTA * 2 Year Application Cycle* HSTP - Region 8 18

State Oversight Committee Roles and Responsibilities Representatives of state agencies and other organizations that  provide transportation funding, supportive transportation services, or are directly involved in the planning and implementation of one or more regional HSTP Endorsement of IDOT’s policies and procedures for JARC and  New Freedom including evaluation criteria, project ranking, project selection and incorporation into the State Transportation Improvement Program (S-TIP) Assist in the review, evaluation, and recommendation to IDOT of  JARC and New Freedom projects Provide oversight to the local planning process  HSTP - Region 8 19

  23. RTC Technical Committee Member Responsibilities  Meet bi-monthly first year, as needed in following years  Oversee, review, and endorse the HSTP  Review and prioritize submitted projects  Establish a Regional Program of Projects (RPOP) HSTP - Region 8 23
