Sunshine Line provides non-sponsored transportation services for the transportation disadvantaged of Hillsborough County. There are two main services:

  • Door-To-Door service
  • Bus Pass program
  • HART and HARTPlus bus passes for those who

can use the local transit system but cannot pay the fare

  • 379,500 door-to-door and bus pass trips for over 2,700 unduplicated

customers to local businesses & retailers for groceries and other necessities in FY19

  • Provide access to social & recreational activities throughout the county
  • In FY19, provided over 6,800 social and recreational trips for senior

housing residents, foster children (New Life Village) and other groups

  • 99% of survey respondents reported that Sunshine Line improves their

independence and quality of life

  • Provided over 40,770 trips to job training and employment for over 700

unduplicated customers in FY19 of which 220 had a disability

  • Enable residents to access medical care including, dialysis, cancer

treatment, mental health and drug treatment, contributing to overall health improvements and the ability to participate in daily activities

  • Evacuate to special needs shelters during declared emergencies
  • Transported the homeless to and from cold weather shelters 21 times

  • Overall client satisfaction with Sunshine Line’s services is 99% and on-time

performance is 92.3%

  • Sunshine Line served over 5,900 residents with no other means of

transportation by providing 171,195 door-to-door trips and 28,917 HART bus passes which provided an additional 529,862 trips in FY19.

  • The average cost per one-way door-to-door trip for the first three quarters of

FY19 was $38.06 including personnel, operating, capital replacement and allocated indirect costs and the average annual cost for each door-to-door customer was $1,870

  • Return on investment is $5.07 for every $1 spent on transportation

disadvantaged transportation for medical or nutrition services. Based on the fact that prevention costs are significantly less than acute or long term care.
