KEY ISSUES • Truck Routes - Minimise impacts on local road network. • Pedestrian Overcrowding at Intersections near Existing and New Station Entrances - Do NOT want a repeat of existing situations at intersections near Southern Cross and Parliament Stations • Impact of Road Closures (Grattan St, Franklin St and Flinders St) on overall road network • Bike Parking at new Metro Stations, particularly Arden and Domain Stations. - Innovative Bike Share coulr' ~e considered at Parkville Statior .f: ~ r reverse flow trips

  3. KEY ISSUES • Concurrent Building Works - Multi-level construction sites - Public utility service road works • Tram Works - Royal Parade Tram Stop - at Grattan Street - Re-routing of Route # 8 tram service to Toorak Road • Pedestrian Connections between Train Stations and Tram Platforms

Western Portal Key Issues • City of Melbourne supports the Alternative Design Option • Truck Routes and Local Road Closures - Strongly oppose any opening of Ormond and Tennyson Streets (at Childers St) - It is unclear what the precise route will be for trucks over 3.1 m height (which cannot use Lloyd St) to access the Lloyd St Business Park during construction. - Prefer trucks be "escorted" through the construction site along Childers Street only, as discussed at Traffic & Transport Working Group. - Alternative design should NOT allow truck access to 50 Lloyd St Business Park via Ormond, Derby or Tennyson Streets.

  5. ~ Western Portal Other Issues • Childers Street Shared Path - Provide alternate routes during construction and legacy • South Kensington Station Relocation I Upgrade - Is this part of the project?

Arden Station Key Issues • Truck Routes (Construction) - Truck movements between site and arterial road network must be confined to Arden Street and Laurens Street. - Trucks are NOT supported on other "mixed-use" streets, such as Queensberry and Miller Streets. • Pedestrian Connections near Station (Legacy) - Widened footpaths in Laurens Street at crossing points - Additional crossings of Arden St (b/w Laurens and Langford Streets) - More direct pedestrian/bike connection between residential developments north of Macaulay Road and Station Entrance (ie: in vicinity of Football Ground near Swimming Pool) G

  7. ...._., Parkville Station Key Issues • Minimise Increase in Traffic in Local Parkville Streets - Increased traffic in Gatehouse Street and other local streets is NOT supported. - No construction vehicles or buses should use Gatehouse St or other local streets. - Maintain right turn from Royal Parade (north) to Grattan Street (west) to minimise impact on Parkville Streets and maintain access to hospitals, particularly for emergencies. • Impact of closure of Grattan Street (Construction) - Western Distributor Project may compound traffic issues. - Franklin Street closures will also compound traffic issues. - Queensberry Street is recommended to be upgraded (ONLY between Peel and Rathdowne Streets). - Haymarket Roundabout re-model could be considered. - Increased traffic capacity on La Trobe Street agreed, but design needs fl _ •rther . - investigation

  8. Parkville Station Other Issues • Royal Parade Master Plan - Prioritise cycling and pedestrian safety - Proposed new tram platform should provide wide pedestrian crossings to both hospital and University sides of Royal Parade (with minimal delays) • Maintain access to Medical Facilities (Construction) - Footpath connections (maintain two-way ped/bike movements on Grattan St) - Roadway connections - Parking arrangements

  9. Parkville Station Other Issues • Grattan Street - Legacy Arrangements - Reduction of traffic capacity to one lane in each direction may result in delays for emergency vehicles and buses. Should be carefully considered. - On-Street parking and restrictions and arrangements should be developed in consultation with Hospitals and University. - Consider reduced speed limits. - Prioritise pedestrian movements across Grattan Street. • Additional Station Entrances - Consider additional stations at following locations: • South side of Grattan Street - within University Square; and • North side of Grattan Street - outside Royal Melb Hospital (if feasible) - Would spread the load of pedestrians and reduce crossings of Grattan Street and Royal Parade.

  10. CBD North Station Key Issues • Franklin Street - Maintain traffic Flow - Closure of Franklin Street (during Legacy Stage) is NOT Supported. - Maintaining traffic flow on Franklin Street (during construction) would also reduce traffic congestion - Franklin Street is an important traffic route at north end of Central City. - Closure of Franklin Street would increase traffic congestion on Victoria Street - which could disrupt tram services along Swanston Street. Franklin Street is also important east/west bike connection b/w Cardigan - St Bike Lanes (to be upgraded) and Central City bike lanes on Swanston St and William St.

  11. ~ North CBD Station Key Issues • Pedestrian Storage and Crossings At intersection of La Trobe St I Swanston St Consider road closure I footpath widening of Swanston St (immediately - north of La Trobe St), which would: • Increase pedestrian storage areas: by widened footpaths. • Reduce pedestrian crossing delays by allocating additional traffic signal phase time to pedestrians. - Promote use of proposed underground pedestrian tunnel.

Ke~lsues • Congestion at Pedestrian Crossings at Intersections along Swanston St - Concerns about pedestrian congestion at intersections of: • Swanston St I Collins St; • Swanston St I Flinders Lane; and • Swanston St I Flinders Street. - To reduce demand for crossings at intersections, consider additional station entrances on: 1) North Side of Collins Street; and 2) West Side of Swanston Street (but NOT from Monaghan Lane) - Consider relocation of street furniture and physical obstructions to improve pedestrian flows and storage at intersections.

  14. Other Issues • Truck Routes (Construction) - The management of construction vehicles, pedestrians and cyclists needs to be well designed and implemented. • Vehicle Standby Areas (Construction) - NOT supported within the Central City. - Due to impacts on parking, traffic and sustainable transport. • Pedestrian Amenity (Construction) - Construction works in Federation Square need to be carefully managed. Maintain pedestrian flow and storage. Lighting, way-finding and "well maintained" I "well cared for" amenity is - recommended to miti~ate social impacts on con~truction works, particularl Yi at night-time.

  15. Other Issues • Improved Pedestrian Connections b/w Flinders Street Train Station and Tram Stops - Investigate options to improve connections to Federation Square Tram Platform and Flinders Street Tram Platform.

  16. Domain Station Key Issues • St Kilda Road - Partial closures VicRoads Safety Improvement Program is currently considering separated bike lanes and pedestrian improvements . MMRA and VicRoads must coordinate to ensure that designs align during all stages of construction and legacy. Encourage strategies to encourage traffic to divert towards Kings Way and Punt Road during construction. • Consider double left turn from St Kilda Rd into Toorak Rd I Kings Way • Kings Way - Improved traffic flow measures, such as turn bans, reduced side-friction/ lane switching and improved exit to Westgate Freeway, and are being investigated • Punt Road I Hoddle Street - VicRoads implementing full-time parking bans and investigating other traffic flow improvement measures. 0

  17. Doma· in Station Key Issues • Domain Road Closure - Minimise traffic increases on Local Roads - Construction vehicles should not be permitted to use Birdwood Avenue during day-time hours. - Traffic management plan should be developed to reduce "through" traffic on local roads - while maintaining access to local residents, Melbourne Grammar School, Royce Hotel and local shops. • Re-Routing of No.8 Tram to Toorak Road
