HS2 Ltd has approved the implementation of Material by Rail (MbR) at Euston Station Stage A.

  • Reduces the volume of lorry movements by 34% across the Euston site.
  • Equivalent to 55,000 lorry movements

Network Rail has been instructed to start the amendments to the rail infrastructure which will be completed as part of the decommissioning of Platforms 17 and 18. We have had confirmation that there are 4 freight train paths available each way per day.

  • NR are bidding for the freight paths as part of the forthcoming timetable planning conference.
  • We expect to have confirmation that these paths are available to us by June 2019.

We have appointed Mace/Dragados as our Construction Partner for Euston who will:

  • Develop the site logistics to optimise the use of MbR; and
  • Work along with SCS to identify further opportunities to reduce the number of lorry movements.

Progress made to enable Material by Rail at Euston

slide-5
SLIDE 5

Euston Station Stage A (Platform 17/18)

  • Total excavated material =

625,000m3

  • Potential for 54% reduction

in lorry movements or 34% across the Euston area.

  • Equivalent to a reduction of

55,000 lorry movements

  • Operational from Oct 2020

to December 2023 (3 years) Portal and Euston Cutting (Park Road Sidings)

  • Total excavated material=

620,000m3

  • Potential for 18% reduction in

lorry movements or 8% across the Euston area.

  • Equivalent to a reduction of

11,000 lorry movements

  • Operational Oct 2021 – Sept

2022 (> 1 year)

Material by Rail at Euston

  • Insufficient budget to fund MbR at both Euston Station and the Portal/Euston Cutting.
  • HS2 is funding Euston Station Stage A because it operates the longest and provides the

greatest opportunity to move the most excavated material and reduction in lorry movements

slide-6
SLIDE 6

NR are progressing the design and implementation of the rail infrastructure to allow Material by Rail to operate from October 2020. We will be working with our contractors and stakeholders to:

  • Continue to identify ways of reducing the volume of lorry movements.
  • Optimise the use of rail for Euston Station Stage A.
  • Demonstrate that we are delivering in line with our U&A’s, EMRs.

We are investigating using high direct vision vehicles and high capacity (29 tonnes) to reduce the number of lorry movements and level of emissions. We will continue to update ECRG.

Noise Insulation

A holistic system design is required for the Ampthill Estate high rise blocks which does not interfere with the buildings' cladding or fire safety systems. A specification has been prepared and we are in the process of procuring a feasibility study.

A Listed Building Consent Application for temporary mechanical ventilation (Sonair F+) was submitted at the end of January for a property on Mornington Terrace. The application was ‘registered’ by Camden on the 7th February 2019 and we are awaiting a decision.

Request for additional footpath

The requested path would cut through the demolition site, and the plant: pedestrian interface risk is too great. The demolition method being considered would not be possible with a footpath in this location.

Not possible because

We will put signage and wayfinding advertising the businesses on the other side of the estate in the new community garden on Hampstead Road.

But..

You asked us if we could create a footpath through our work site across the estate

Requested footpath

The requested footpath is further north than our hoarding line. In that area there will be substation de‐commissioning works, demolition, utility works and scaffolding

Feedback from November 2018 public engagement

The HS2 station

  • General agreement with the

proposed station arrangement

  • Entrances themselves must be

big and feel like continuations

  • f streets that they are
  • pposite.
  • Northern entrance is positive.
  • Station entrances are no

substitute to the north/south and east/west streets across the site.

Feedback from November 2018 public engagement - continued

Concourse

  • Need east/west pedestrian

links under or over the Network Rail station.

  • Better alignment with

Drummond Street welcomed.

  • Like the increase in open space

and the simplicity of the arrangement.

  • Station should be as open as

possible to visitors.

  • Dislike walking through

stations.

slide-41
SLIDE 41

Feedback from November 2018 public engagement - continued

Transport interchange

  • Northern taxi rank is good;

convenient for travellers heading to north London.

  • Distance to the taxi rank may

be an issue for elderly and people with mobility problems.

  • If located to the north, the taxi

rank must have a right hand turn from Hampstead Road to reduce the amount of traffic.

  • Taxi and bus connections

should be located on Euston Road.

Open Space Opportunities

  • Support for moving taxis to

create potential for open space to west of the HS2 station.

  • Retain Euston Square Gardens.
  • Needs a tranquil green space

for the local community that can also cater for range of uses (relaxing, enjoying nature and socialising/meeting).

  • The top four features were;

Next steps

Ongoing engagement – forward look

  • We are working with our designers to finalise the engagement plan for 2019, alongside the

engagement being planned by Lendlease.

  • Engagement will continue through the Ongoing Design Development Working Group on

specific topics.

  • Further public engagement on the overall scheme design is expected to take place this year,

prior to submission of Schedule 17. Euston Station Construction Partner

  • The Construction Partner for Euston Station has been announced as a joint venture

between Mace Limited and Dragados S.A

  • The station Construction Partner will be responsible for working with HS2 Ltd and the

station designers, to coordinate the delivery of the station, including platforms, concourse and links to the London Underground and other rail services.
