Why is HS2 and NPR important to LCR?

LCR Growth Strategy – Place

• “The proposed Northern Powerhouse Rail holds the potential to free

up capacity for freight to strengthen our economy as a multi-modal logistics hub.”

• Confirms retention of the ‘Golborne Link’ to ensure HS2 is integrated

with the wider network.

• SoS confirmed to parliament as part of the announcement:
• “Work is also progressing to see how HS2 can help deliver parts of a

fast, frequent Northern Powerhouse rail network for Liverpool, Manchester, Sheffield, Leeds, Hull and Newcastle. Where necessary, we will include passive provision for these services in the Phase 2b Hybrid Bill, subject to agreement of funding and the supporting business case.”

• Significant step in the right direction, but a number of challenges remain
• The Combined Authority will continue to take forward the next phase of

work with Transport for the North as requested to develop the full business case for NPR: next milestones spring and autumn 2017

• Continue to evidence and argue case for connecting NPR and HS2 via

Golborne Link and passive provision, based upon provisions made in the Command Paper

• Secure inclusion within the draft HS2 Phase 2b Hybrid Bill - from autumn

2017 (for autumn 2019)
