Noise Insulation

An holistic system design is required for the Ampthill Estate high rise blocks, which does not interfere with the cladding or fire safety systems. A feasibility study was completed, which recommends a viable solution comprising an induct fan with plenum, which uses the existing ducting and trickle vents, secondary glazing and solar film. Procurement of the detailed design stage has commenced.

Ampthill

HS2’s Legal Counsel advised that the original stance on external secondary glazing still stands. If a resident chooses to seek permission for and install external secondary glazing at their own cost, HS2 will remove the offer / potential

  • ffer of internal secondary glazing for the windows/doors in
  • question. We will still install any internal secondary glazing (that we have

designed, proposed and sought permission for) to eligible windows.

External Secondary Glazing Independent Assessor (IA)

  • We have commissioned the creation of a light touch desktop

assessment that could be applied to certain property types known to be more susceptible to heat if residents apply for consideration.

  • We produced a decision paper that found that whilst LOAEL

residents may experience an adverse effect in terms of noise, the level of impact does not warrant mitigation except in special cases. It was recognised that LOAEL residents may not be aware of their classification under the E23 Policy, or of the existence of the special case procedure therefore, we have recommended a ‘push’ communications strategy to inform LOAELs of the Special Case Procedure. 7

Interim taxi rank recommendation

slide-15
SLIDE 15

Considerations for the recommendation of the East Gardens:

  • A contained site allows for reduced impact and

disruption to road network

  • Area is designated as a construction compound in

AP03 design

  • Reduced conflict between users on Eversholt St
  • Positioned to avoid the larger, perimeter trees
  • New signalised pedestrian routes to be provided
  • Comparable taxi ranking spaces to original

provision

  • Accessible bays would be located away from

schools, business and community on Eversholt St

Interim taxi rank recommendation – East Gardens

Next steps :

  • Fix and develop access points – understanding impacts on buses, heritage and trees
  • Discuss taxi survey results to decide necessary footprint
  • Develop road junction & lane changes – considering wider traffic enforcement
