  1. HELCOM core indicators overview of all indicators meeting document 4J-39 Lena Avellan HELCOM Project Manager State and Conservation 5-2016 7-11 November 2016, Tallinn, Estonia 11/11/2016 1

  2. HOLAS I to HOLAS II HELCOM work on core indicators • HELCOM concluded based on HOLAS I (2010) that a regionally coherent assessment requires regionally developed core indicators • CORE EUTRO and TARGREV (2009-2013) EUTRO-OPER and EUTRO-OPER EXTENDED (2013-2016) • CORESET I (2011-2013) CORESET II (2013-2015) • Lead Country approach to further indicator development (2015-2016) In parts BalticBOOST and TAPAS (2015-2016) • Core indicator porposals have been developed for with the aim to cover all assessment elements in HOLAS II 11/11/2016 2

  3. Core indicator definitions • Core indicator – commonly agreed indicator – GES boundary allowing follow-up of progress towards reaching GES – Build on coordinated monitoring data when possible • Pre-core indicator – Agreed in principle to be used as a core indicator, however some critical component of the indicator is still under development • Candidate indicator – Living list of new proposals for core indicators being developed furhter by experts 11/11/2016 3

  5. Lead Country approach work • HOD 48-2015 agreed on further development work to be taken forward through a Lead Country approach (outcome para 3.64) • Lead Countries and relevant HELCOM expert groups/networks/projects have developed the indicators during 2015-2016 • Development work for some indicators have been resourced through BalticBOOST and TAPAS project work 11/11/2016 5

  10. Overview of core indicators in relation to HOLAS II • Conclusion that gaps still exist • The State and Conservation 5-2016 conclusions can close many of the gaps for HOLAS II purposes • Order of discussion on indicators – Core indicators with national study reservations – Core indicators with new GES boundary proposals or assessment protocols – Pre-cores and candidates proposed to be shifted to core – Other endorsements – Other progress to note 11/11/2016 10
